Description

Preconstruction Manager

Position Overview

The Preconstruction Manager is responsible for overseeing all preconstruction activities, from initial project planning and conceptual budgeting through estimating, design coordination, and project handoff to the construction team. This role works closely with clients, architects, engineers, subcontractors, suppliers, and internal project teams to develop comprehensive project plans, establish accurate cost estimates, identify potential risks, and ensure projects are positioned for successful execution.

The Preconstruction Manager plays a critical role in supporting general construction, design-build, and construction management projects by providing strategic guidance throughout the early stages of project development. This individual will evaluate project feasibility, manage estimating processes, coordinate design reviews, develop construction schedules, and identify cost-saving opportunities while maintaining project quality and alignment with client objectives. The ideal candidate combines strong technical construction knowledge with leadership, analytical, communication, and project management skills.

Key Responsibilities

  • Preconstruction Planning: Lead preconstruction activities from initial project evaluation and conceptual planning through design development, budgeting, estimating, and preparation for construction execution.
  • Cost Estimating and Budget Development: Oversee the preparation of conceptual estimates, detailed cost estimates, budgets, and cost forecasts to support project feasibility and financial planning.
  • Design Coordination: Collaborate with architects, engineers, consultants, and clients to review design documents, identify constructability concerns, and ensure design decisions align with project budgets, schedules, and objectives.
  • Value Engineering: Identify cost-effective alternatives, material options, construction methods, and design solutions that optimize project value without compromising quality, functionality, or performance.
  • Bid Management and Procurement: Manage the solicitation, evaluation, and comparison of subcontractor and supplier bids. Support procurement planning and ensure pricing, scope, and proposed delivery schedules meet project requirements.
  • Project Feasibility Analysis: Evaluate project scope, site conditions, construction requirements, budgets, schedules, and potential risks to determine feasibility and establish realistic project expectations.
  • Construction Scheduling: Develop preliminary construction schedules, milestone plans, and project timelines in coordination with design teams, clients, subcontractors, and construction personnel.
  • Risk Assessment and Mitigation: Identify potential project risks related to cost, schedule, design, site conditions, materials, and subcontractor availability. Develop strategies to mitigate risks before construction begins.
  • Client and Stakeholder Engagement: Work closely with clients, owners, architects, engineers, and other stakeholders to understand project goals, communicate recommendations, present estimates, and establish clear expectations.
  • Design-Build Coordination: Support integrated design-build delivery by coordinating design and construction activities, aligning project requirements with budgets and schedules, and promoting collaboration among all project stakeholders.
  • Construction Management Support: Coordinate with construction management teams to establish project requirements, review project documentation, assess resource needs, and facilitate a smooth transition from preconstruction to construction.
  • Subcontractor and Supplier Relationships: Develop and maintain relationships with subcontractors, suppliers, and industry partners to obtain competitive pricing, assess capabilities, and support reliable project delivery.
  • Scope and Document Review: Review drawings, specifications, contracts, and other project documentation to identify scope gaps, inconsistencies, potential conflicts, and opportunities for clarification before construction begins.
  • Internal Team Leadership: Coordinate with estimators, project managers, superintendents, and other internal stakeholders to ensure preconstruction deliverables are accurate, complete, and aligned with operational requirements.
  • Project Handoff: Lead the transition from preconstruction to construction by communicating project scope, budgets, schedules, assumptions, risks, procurement requirements, and other critical project information.
  • Process Improvement: Identify opportunities to improve estimating accuracy, preconstruction workflows, project planning methodologies, and collaboration across design and construction teams.
  • Additional Responsibilities: Perform other duties related to preconstruction planning, estimating, project development, and business objectives as assigned by management.

Qualifications and Requirements

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, Engineering, or a related field preferred; equivalent industry experience may be considered.
  • Minimum of 5–10 years of experience in the construction industry, including substantial experience in preconstruction, estimating, project management, or construction planning.
  • Demonstrated experience managing preconstruction activities for commercial, industrial, institutional, residential, or other construction projects.
  • Strong understanding of construction methods, materials, building systems, project delivery methods, and industry best practices.
  • Experience developing conceptual budgets, detailed cost estimates, bid packages, and preliminary construction schedules.
  • Knowledge of general construction, design-build, and construction management delivery methods.
  • Ability to review and interpret construction drawings, specifications, contracts, and other technical documentation.
  • Strong understanding of subcontractor procurement, bid leveling, scope review, and cost analysis.
  • Demonstrated ability to identify constructability issues, evaluate project risks, and develop practical solutions.
  • Excellent communication, presentation, negotiation, and interpersonal skills.
  • Strong organizational and analytical abilities, with the capacity to manage multiple projects and competing deadlines.
  • Proficiency in construction estimating, scheduling, and project management software, as well as Microsoft Office applications.
  • Ability to build and maintain productive relationships with clients, design professionals, subcontractors, suppliers, and internal teams.
  • Strong leadership and decision-making skills, with the ability to work independently and coordinate multidisciplinary teams.
  • Knowledge of applicable building codes, permitting requirements, safety standards, and relevant construction regulations.

Preferred Qualifications

  • Experience working for a general contractor, design-build firm, construction management company, or integrated construction services provider.
  • Experience leading preconstruction efforts for complex, large-scale, or technically demanding projects.
  • Familiarity with estimating and project management platforms such as Procore, Autodesk Construction Cloud, Bluebeam, PlanSwift, or comparable software.
  • Experience with Building Information Modeling (BIM), digital takeoffs, constructability reviews, and design coordination tools.
  • Knowledge of local subcontractor markets, material pricing, procurement strategies, and construction cost trends.
  • Experience with conceptual estimating, design development estimates, guaranteed maximum price (GMP) proposals, and negotiated construction contracts.
  • Professional certifications such as Certified Professional Constructor (CPC), Associate Constructor (AC), or other relevant construction management credentials.
  • Demonstrated success implementing value engineering initiatives and improving project cost performance.
