Position Overview

Design, develop, and enhance software applications using Twelve-Factor App methodology, modern UI and presentation technologies, Java and JEE technologies, Spring Boot, microservices, RESTful and SOAP-based web services, cloud platforms, and enterprise batch processing. Provide technical leadership, collaborate with cross-functional teams, develop viable technical solutions, improve architecture and code quality, and provide guidance to junior and mid-level developers.


Key Responsibilities

Software Design and Development

  • Design and develop software applications using Twelve-Factor App methodology based on functional requirements.

  • Design and develop microservices using Spring Boot, Java, and RESTful architecture.

  • Develop highly innovative UI designs and web components through collaboration with other technical experts.

  • Continually assess advancements in technology and recommend solutions that improve the software developer experience and efficient delivery of software.

  • Impact functional strategy by developing new solutions, processes, standards, or operational plans that position Leidos competitively in the marketplace.

Front-End Development and Accessibility

  • Implement graphical user interfaces using AngularJS, ReactJS, Node.js, TypeScript, JavaScript, JSP, HTML, CSS, XML, AJAX, and jQuery.

  • Develop front-end applications using modern JavaScript and ES13+ features, including classes, arrow functions, template literals, and modules.

  • Design web page components compliant with Section 508 of the Rehabilitation Act (29 U.S.C. 794d).

  • Develop responsive web pages while considering cross-browser limitations and browser compliance standards.

Cloud, DevOps, and Application Operations

  • Apply DevOps practices, CI/CD pipelines, and tools including Jenkins, Git, Bitbucket, OpenShift, and cloud platforms such as AWS, Azure, or Google Cloud.

  • Use containerization technologies.

  • Design and deploy cloud-native applications onto AWS with PostgreSQL.

  • Use PaaS offerings such as Red Hat OpenShift and Docker.

  • Develop highly scalable software applications in cloud environments that handle high volumes of data and traffic.

  • Tune application performance for effective CPU and memory utilization and quick turnaround response times.

Enterprise Java and Batch Processing

  • Develop and maintain Enterprise Java Batch applications using the JSR 352 specification.

  • Schedule Java Batch jobs using Control-M.

  • Apply JEE technologies including Struts, Spring Framework, Spring Boot, Spring JDBC, JPA, Hibernate, SOAP/RESTful services, XML, DB2, Tomcat, and WebSphere.

Web Services and APIs

  • Develop SOAP-based web services using JAX-WS, Apache Axis, and WSDL.

  • Implement web service security using WS-Security and the existing IBM DataPower infrastructure.

  • Ensure interoperability with WS-I standards.

  • Optimize message transmission using MTOM or SOAP with Attachments (SWA).

  • Develop and design RESTful APIs and microservices.

  • Apply web services technologies including XML, JAXP, JAXB, JAX-WS, Axis, Jersey, JSON, CXF, REST, and SOAP.

  • Apply security technologies including LTPA and OAuth2/JWT.

Data Access and Databases

  • Develop the Data Access Layer (DAO) to interface applications with IBM DB2 9.0 and PostgreSQL databases running on z/OS mainframe and Linux operating systems and other platforms.

  • Use JPA or Spring Data API for querying and retrieving data through Object Relational Mapping (ORM).

  • Implement efficient data processing pipelines using asynchronous processing, caching strategies, and load balancing.

Testing and Quality

  • Create POCs and templates for Behavior Driven Development (BDD) test frameworks for APIs using Cucumber, Gherkin, and Java to implement integration tests.

  • Develop unit test cases for Java classes using real scenarios with JUnit, Mockito, and PowerMock frameworks.

  • Apply automated unit testing, Test Driven Development (TDD), and BDD using Cucumber.

  • Use static code analyzers such as SonarQube and address recommended technical debt, including bugs, vulnerabilities, and hotspots.

  • Identify and address security vulnerabilities in web applications.

Architecture and Documentation

  • Use Visio, Confluence, and IT Governance Frameworks to document solution architecture and develop UML-based design documents.

  • Attend customer technical discussions, design meetings, and development meetings.

  • Provide viable technical solutions to enhance existing architecture and improve code quality and processes.

Technical Leadership and Collaboration

  • Collaborate with cross-functional teams, including business analysts, QA, and project managers.

  • Serve as a hands-on Technical Lead.

  • Provide guidance and support to junior and mid-level developers.

  • Maintain a commitment to continuous learning and staying current with emerging technologies.

  • Perform all other duties as assigned or directed.


Qualifications

Education

  • Bachelor's degree in Computer Science, Mathematics, Engineering, or a related field [Required].

  • A master's or doctorate degree may substitute for required experience.

Experience

  • 10+ years of experience with Java, Spring Boot, Angular, and React [Required].

  • Extensive design and programming experience with Java and JEE technologies [Required].

  • Extensive hands-on experience with one or more frameworks such as Angular, React, and Express/Node.js [Required].

  • Hands-on experience as a Technical Lead [Required].

  • Experience working on Agile projects and strong knowledge of Agile terminology and tools, including Agility [Required].

  • Experience designing high-throughput and low-latency systems, including scalable solutions capable of handling large volumes of concurrent requests with minimal response times [Required].

  • Experience developing applications using Single-Page Application architecture [Required].

  • Experience designing and deploying cloud-native applications onto AWS with PostgreSQL [Required].

  • Experience with modern software development tools for continuous integration, including Jenkins, Git/Bitbucket, Jira, Nexus, Maven, SonarQube, Fortify, and UrbanCode Deploy [Required].

  • Experience with web services technologies including XML, JAXP, JAXB, JAX-WS, Axis, Jersey, JSON, CXF, REST, and SOAP, as well as security technologies including LTPA and OAuth2/JWT [Required].

  • Hands-on design and development experience with microservices and RESTful APIs [Required].

  • Experience with automated unit testing, TDD, and BDD using Cucumber [Required].

  • Experience with JEE technologies including Struts, Spring Framework, Spring Boot, Spring JDBC, JPA, Hibernate, SOAP/RESTful services, XML, DB2, Tomcat, and WebSphere [Required].

  • Experience using static code analyzers such as SonarQube and addressing recommended technical debt [Required].

  • Experience with performance tuning software applications for CPU and memory utilization, response time, and scalability in cloud environments [Required].

Clearance

  • Ability to obtain and maintain a public trust clearance [Required].

Skills

  • Proficiency in designing and implementing Kafka-based event-driven architectures, including Kafka producers, consumers, topics, partitions, and consumer groups.

  • Experience configuring Kafka brokers, managing message retention policies, and optimizing throughput through replication and partitioning strategies.

  • Familiarity with Kafka Connect for data ingestion and Kafka Streams for real-time data processing.

  • Experience monitoring Kafka clusters for performance and reliability.

  • Strong understanding of the latest trends in Artificial Intelligence (AI) and the ability to apply AI knowledge to enhance or redesign existing system architectures.

  • Experience identifying opportunities where AI-driven solutions can add value, improve efficiency, or enable new capabilities.

  • Experience implementing Section 508 standards for web applications.

  • Exposure to writing technical white papers and systems design documents.

  • Prior experience with federal or state government IT projects.

  • Experience with low-code platforms such as ServiceNow, Pega, and Microsoft Power Platform.
