Procurement Deputy Manager
1. End‑to‑End Procurement& Supply Chain Execution for EPIC Project：
Oversee full‑life cycle procurement activities covering MR/RFQ, TBE, LOA, PO issuance, subcontracting, expediting, manufacturing surveillance and logistics delivery for the project. Ensure timely supply of materials, critical equipment and engineering services in compliance with project baseline and requirements.
2. Procurement Planning, Schedule & Deviation Management：
Develop, maintain and own the project master procurement plan. Track core milestones including MR, RFQ, TBE, LOA, PO, ETA and ROS. Identify schedule deviations proactively, initiate and drive corrective actions. Exercise tight schedule control over critical equipment ,structural steel and long‑lead procurement packages, aligning procurement execution with project program and site construction demands.
3. Strategy, Tendering and Subcontract / Engineering‑Service Management：
Support development and deployment of project procurement and subcontract strategies. Manage tendering, inquiry, technical clarification, commercial evaluation and negotiation activities. Administer engineering‑service subcontracts such as inspection, commissioning support and installation services, ensuring full compliance with project technical standards.
4. Supplier &Subcontractor Performance Management：
Build and sustain the qualified supplier and subcontractor network. Conduct supplier qualification, periodic evaluation and performance review. Monitor supplier progress of engineering documentation, manufacturing and delivery; push suppliers to rectify performance and schedule gaps to improve reliability and delivery capability.
5. Cross‑functional Coordination & Stakeholder Interface：
Collaborate closely with Engineering, Construction, Quality, Project Control, KBR and internal project teams. Serve as key interface for prepare regular procurement progress reports, attend project and owner meetings, and ensure proper closure of owner queries and assigned action items.
6. Contract & Commercial Risk Management：
Participate in contract and subcontract negotiation. Monitor contractual compliance, identify and assess procurement‑related commercial risks, and safeguard project and company commercial interests.
7. Risk Identification& Mitigation：
Spot procurement risks originated from technical review, approval workflow, supplier capacity, manufacturing or transportation delays. Develop mitigation action plans and enforce implementation to minimise schedule impact to the project.
Requirements
1. Proven hands‑on experience in large‑scale international project procurement, tendering and inquiry. Comprehensive knowledge of international procurement workflows: tendering, bid comparison, commercial negotiation, contract award and post‑award contract performance management.
2. Solid exposure to expediting, subcontract administration, supplier performance management and owner‑facing reporting for overseas projects.
3. Familiar with Middle East project specifications, procurement governance and stakeholder management requirements is highly preferred.
4. Strong cross‑team coordination, risk‑analysis and problem‑solving capability; able to prioritise multiple procurement packages under tight project schedule.
