Procurement Engineer
We are seeking a technically skilled Procurement Engineer to manage the procurement of materials, equipment, and subcontractor services for marine and construction projects. The ideal candidate will have strong engineering knowledge, supplier negotiation skills, and the ability to ensure timely, cost-effective, and quality-compliant procurement. Key Responsibilities: • Review project technical specifications, drawings, and bill of quantities (BOQ) to identify material requirements • Identify, evaluate, and qualify suppliers for marine/construction materials (steel, concrete, piping, aggregates, marine equipment, spare parts) • Prepare and issue RFQs, tenders, and purchase orders in line with project schedules and budgets • Negotiate pricing, payment terms, delivery schedules, and contracts with suppliers • Coordinate with project managers, engineers, and site teams to forecast and prioritize procurement needs • Track purchase orders from placement to delivery; expedite shipments to avoid project delays • Ensure all procured materials meet quality standards and hold required certifications (test reports, mill certificates, etc.) • Manage subcontractor procurement for specialized services (piling, dredging, rock filling, marine transport) • Maintain procurement records, supplier databases, and price history • Resolve supplier disputes, quality issues, or delivery delays • Ensure compliance with company procurement policies and ethical standards • Stay updated on market prices, lead times, and new suppliers • Coordinate with logistics, warehouse, and QAQC for incoming material inspections • Prepare regular procurement status reports for management
• Bachelor’s degree in Mechanical Engineering, Civil Engineering, or related field • Minimum 5+ years of experience as a Procurement Engineer in construction, marine, or oil & gas • Strong technical knowledge of engineering materials and equipment • Experience with ERP/procurement software (SAP, Oracle, or similar) • Familiarity with Incoterms, local/international procurement regulations • Proven negotiation and supplier management skills • Proficiency in MS Office (Excel, Word, PowerPoint) • Fluency in English; Arabic or Hindi/Urdu is a plus • Certification in procurement (CIPS, CPP) is an advantage Required Skills: • Strong analytical and technical evaluation abilities • Attention to detail for specifications and contracts • Excellent communication and negotiation skills • Ability to work under pressure and meet deadlines • Problem-solving for supply chain and quality issues
