Procurement Manager (13, JPN)
Description
Procurement Manager
JUMBO Consulting Group, part of Turner & Townsend, exists to make renewable energy projects happen. From Copenhagen and 11 global offices we advise developers and investors on supply chain, procurement and contracts across offshore and onshore wind, transmission, BESS and emerging energy islands. This role sits at the centre of that mission: you will turn strategy into awarded contracts that protect value, schedule and risk so the world’s most complex clean-energy assets actually get built.
Performance Objectives
- Design and execute category and tender strategies for major packages (WTG/TSA, BOP, O&M, grid) that deliver measurable savings in cost, risk and programme versus baseline.
- Lead the full procurement cycle—RFI/RFP, evaluation, award recommendation and contract close—on time and fully documented to client governance standards.
- Negotiate and finalise supply, installation and service contracts that maximise quality and schedule while locking in commercially viable risk allocation.
- Coordinate commercial, technical, legal and financial input from client and JUMBO specialists so every recommendation is decision-ready for Steering Committees.
- Manage contractor commercial relationships through execution, processing variations and claims that safeguard the client’s position without derailing delivery.
- Build market intelligence and vendor relationships that continuously improve awarding criteria and future tender performance.
Environment & Resources
You report into a senior procurement or contracts lead and work inside multi-disciplinary client project teams, backed by JUMBO’s global knowledge centres and Turner & Townsend’s scale. You will use established templates, governance tools and specialist legal/commercial support; travel to sites and supplier meetings is expected as packages demand.
Essential Qualifications
- Proven end-to-end leadership of procurement and tender processes on major energy or infrastructure projects, ideally renewables (onshore/offshore wind, BOP, TSA).
- Track record drafting, negotiating and administering contracts (FIDIC, NEC, bespoke EPC/TSA) under time pressure.
- Ability to project-manage complex, matrixed processes and lead negotiations with contractors and internal stakeholders.
- Structured, detail-oriented approach with strong commercial judgement and communication skills.
- Degree in engineering, supply chain, commercial management, law or related field; willingness to travel internationally.
Role Selling Points
- Direct impact on flagship renewable projects that accelerate the energy transition.
- Specialist consultancy culture with the global reach of Turner & Townsend.
- Clear growth path: build in-country capability, expand client relationships and develop teams.
- High-energy, collaborative environment with training, knowledge-sharing and real ownership.
