Procurement Manager - Information Technology
About the Role
We are seeking a strategic Senior IT Procurement Manager to own and optimize technology procurement across our Architecture, Engineering, and Construction (AEC) organization. This role sets the strategy for how we buy, manage, and renew software and hardware, with a strong emphasis on cost savings, disciplined budgeting, accurate forecasting, and vendor negotiations.
You will shape the multi-year roadmap for our software portfolio and end-user device fleet, partnering with senior IT, Finance, and business leaders to reduce total cost of ownership (TCO) while ensuring teams have the tools they need to deliver. You will also lead a team of two provisioning specialists responsible for laptop setup and deployment, providing direction and priorities while keeping your own focus on strategy rather than day-to-day provisioning. Success in this role is measured by savings realized, forecast accuracy, and the strength of the vendor agreements you negotiate.
Key Responsibilities
Procurement Strategy and Cost Optimization
Own the overall IT procurement strategy for software and hardware, aligning it to business growth, the project pipeline, and financial targets.
Identify and deliver measurable cost savings each year through consolidation, standardization, license and fleet rightsizing, and competitive sourcing.
Develop TCO models and benchmarks to guide buy versus renew, standardization, and vendor selection decisions.
Build and maintain a multi-year procurement roadmap and quantify the savings and value delivered to leadership.
Budgeting and Financial Planning
Own and manage the IT procurement and asset budget, partnering with Finance on annual planning and quarterly reforecasting.
Model spend scenarios tied to headcount, growth, and refresh cycles, and flag variances early with mitigation options.
Drive rigor and accuracy in forecasting so that software and hardware spend is predictable, defensible, and aligned to the budget.
Vendor Management and Negotiation
Lead high-value negotiations with software publishers, resellers, OEMs, and hardware vendors on pricing, terms, renewals, and enterprise agreements.
Establish a strategic vendor management program covering vendor segmentation, quarterly business reviews, performance and SLA tracking, and risk management.
Consolidate and rationalize the vendor base, using volume and multi-year commitments to secure preferential pricing and terms.
Software Portfolio and License Strategy
Set and govern the strategy for the enterprise software portfolio, including AEC-specific platforms such as Autodesk AEC Collection, Bentley Systems, Bluebeam, Navisworks, Rhino, Procore, and Adobe.
Optimize licensing models, including named user, network or floating, token based (such as Autodesk Flex), and subscription, to balance flexibility, utilization, and cost.
Institute renewal governance that eliminates lapses and unplanned spend, and lead license harvesting, compliance, and audit readiness at scale.
Hardware Lifecycle Strategy and Fleet Forecasting
Own the end-user compute lifecycle strategy across the laptop and workstation fleet, including device standards, refresh cadence, and total cost of ownership.
Manage a team of two provisioning specialists responsible for laptop setup and deployment, setting direction and priorities while remaining focused on strategy rather than hands-on provisioning.
Build and maintain rolling demand forecasts for laptops and workstations driven by hiring plans, refresh cycles, attrition, and project demand.
Define standardized, tiered device configurations, including high-performance mobile workstations for design and engineering users, to control cost and complexity.
Establish provisioning, buffer stock, and onboarding standards, along with vendor SLAs, so the business scales smoothly and new hires are equipped without ad hoc spend.
Oversee the full asset lifecycle from procurement through refresh and disposal or ITAD, including buyback and residual value recovery.
Governance, Reporting, and Cross-functional Leadership
Define procurement policies, approval thresholds, and intake governance for software and hardware requests.
Deliver executive-level reporting on spend, savings, forecast accuracy, and vendor performance.
Partner across IT, HR, Finance, and project leadership, influencing senior stakeholders and building alignment on technology investment decisions.
Required Qualifications
5 to 7 years of overall procurement, IT asset management, or software asset management experience, including at least 3 years in a comparable IT procurement role with demonstrated strategic scope.
Proven track record of delivering measurable cost savings and leading high-value vendor negotiations and enterprise agreements.
Experience managing or leading a small team.
Strong budgeting, forecasting, and financial modeling capability, ideally in partnership with a Finance function.
Direct experience purchasing, licensing, and negotiating with AEC software vendors such as Autodesk, Bentley, and Bluebeam, including a working knowledge of their licensing and deployment models.
Experience owning end-user hardware fleet strategy, standards, and demand forecasting at scale.
Excellent executive communication and cross-functional influence.
Preferred Qualifications
Strategic sourcing or category management background.
Track record of managing procurement and renewals for AEC platforms such as Autodesk Construction Cloud, Bentley ProjectWise, Bluebeam, and Procore.
Experience with ITSM or procurement platforms such as ServiceNow, Coupa, or SAP Ariba, and with IT asset or software asset management tooling.
Relevant certifications such as IAITAM (CSAM or CHAMP), CPSM, or equivalent.
Understanding of the AEC industry's project-based staffing and technology needs.
