Procurement Manager (Multiple Locations)
Overview
We are seeking a Senior Procurement Manager to join our team in New York, NY, Raleigh, NC, San Jose, CA, or Dallas, TX.
Your roleThe Capital Projects Procurement team supports the sourcing, purchasing, contracting, supplier management, governance and reporting activities required to deliver capital projects and programmes successfully for the Client. The team ensures that the vendors, consultants, contractors and other resources needed for each project are engaged in a timely, cost?effective and compliant manner while maintaining quality, managing risk and supporting the organization's strategic objectives.
Key responsibilities include:

Manage procurement activities in accordance with organizational policies, sourcing guidelines and contractual requirements, including Master Services Agreements and project?specific Statements of Work.

Support project teams in developing procurement and contracting strategies that reflect project requirements, risks, timelines and market conditions and assist in presenting sourcing strategies to the Client.

Coordinate internal procurement reviews and approvals, including compiling supporting documentation, checking submissions for completeness, recording decisions and actions, and presenting to the Client for approval.

Assist in preparing Statements of Work, obtaining required approvals and signatures, and supporting the process of raising purchase requisitions through to purchase order issuance.

Manage and report procurement activity, including sourcing, competitive bidding, supplier selection, risk analysis, contract negotiation, purcha2) se orders and invoicing.

Facilitate Requests for Information, Requests for Qualifications, and Requests for Proposals (RFx), including procurement initiatives to establish or update supplier panels and service rate cards.

Partner with project teams to procure professional services, construction?related services and other resources required for project delivery.

Work with procurement, legal and contract negotiation teams when contractual issues arise, providing relevant project and local market knowledge.

Support the development and implementation of project?specific contracting procedures using industry best practice.

Advise stakeholders on appropriate risk mitigation measures, including insurance requirements, confidentiality agreements, performance bonds and other contractual protections where required.

Confirm that required supplier documentation, including certificates of insurance, is in place before work begins.

Identify and report instances of supplier performance issues or non?compliance and support the appropriate escalation and resolution process.

Evaluate alternative sourcing opportunities, including local, regional and global solutions, to improve value, quality, resilience and speed to market.

Initiate and facilitate supplier onboarding, working with internal teams and third?party service providers to gather required supplier information.

Provide procurement guidance, training and ongoing support to new and existing project project managers / client / stakeholders.

Maintain accurate procurement records and provide regular reporting on progress, risks, approvals and outstanding actions.

EDUCATION AND EXPERIENCE
-
Bachelor's degree in Construction, Quantity Surveying or a related field, plus ten years relevant experience.
SPECIAL SKILLS
-
Must be highly articulate, have clear and analytical approach to problem solving, and strong decision making abilities.

Must have excellent communication and presentation skills.
-
Must have experience with Primavera or Microsoft Projects. Must have an understanding of Administration of Construction Contracts - for liens, AIA contracts, etc.

Must thoroughly understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, Microsoft Office Suite and Microsoft Project.
PROFESSIONAL REGISTRATIONS

Must be a member of RICS or AACE or another relevant professional body.
