We are seeking a motivated and organised Portfolio Officer to join the Utilities Team within the National Collaborative Procurement Division.

The Utilities Team leads the procurement and management of national frameworks for electricity, gas, water, liquid fuels and emerging energy solutions on behalf of the Scottish public sector. The team plays a key role in delivering value for money, supporting sustainability and decarbonisation ambitions, and ensuring customers across the public sector benefit from effective collaborative procurement arrangements.

This is an excellent opportunity for an individual who enjoys working with data, stakeholders and suppliers, whilst contributing to high-profile procurement activity that delivers tangible benefits across Scotland.

Supplier and Customer Support

  • Support the day-to-day administration of utilities frameworks and contracts.
  • Act as a point of contact for customers and suppliers, responding to enquiries and directing requests appropriately.
  • Help maintain positive relationships with customers and suppliers to support effective contract delivery.
  • Assist with the collection and maintenance of supplier and customer information.

Communications and Engagement

  • Coordinate customer and supplier communications, including newsletters, updates and engagement activities.
  • Support the development, distribution and analysis of customer surveys.
  • Help organise meetings, user groups and stakeholder engagement activities.
  • Maintain communication records and ensure information is shared accurately and on time.

Management Information and Reporting

  • Maintain and update portfolio management information, including spend and savings data.
  • Produce regular reports and statistics using information from a range of sources.
  • Identify data discrepancies and escalate issues where required.
  • Support the team in monitoring and reporting contract and portfolio performance.

Procurement and Administrative Support

  • Support the preparation and maintenance of procurement documentation, templates and guidance materials.
  • Assist with administrative activities relating to procurement exercises and contract management.
  • Prepare meeting papers, presentations, reports and minutes as required.
  • Maintain accurate records and filing systems in line with organisational requirements.

Team Support and Continuous Improvement

  • Work collaboratively across the Utilities Team to support delivery of team objectives.
  • Contribute ideas for improving processes, customer service and ways of working.
  • Provide flexible support across portfolio activities as required.

Qualifications

This is a specialist role which requires evidence of a commitment towards continuous professional development including attainment of a relevant professional procurement qualification such as:

  • CIPS Level 3 Advanced Certificate;
  • WCC Fundamentals Certification; or
  • SVQ3 in Procurement and Supply Chain

Working pattern

This role is a permanent level transfer position. .
