Procurement Officer – Civil Construction

We are seeking an experienced Procurement Officer with a strong background in civil construction projects, particularly with package-based procurement. The candidate will be responsible for managing end-to-end procurement activities, ensuring timely sourcing of materials, subcontract packages, and services in line with project requirements, budget, and company policies. • Manage procurement activities for civil construction projects, including material sourcing and subcontract package procurement. • Handle complete procurement cycle: RFQ preparation, vendor sourcing, technical and commercial evaluation, negotiations, and award. • Coordinate with engineering, planning, and project teams to understand package requirements and timelines. • Prepare and float enquiries for various civil packages such as structural works, finishing works, MEP coordination, etc. • Evaluate supplier and subcontractor quotations based on technical compliance and commercial competitiveness. • Negotiate pricing, payment terms, delivery schedules, and contract conditions with vendors and subcontractors. • Issue Purchase Orders (POs) and Subcontract Agreements in line with company procedures. • Monitor delivery schedules and ensure timely supply of materials and services to project sites. • Maintain vendor database and develop new suppliers/subcontractors for competitive sourcing. • Ensure compliance with company procurement policies, project specifications, and contractual obligations. • Track procurement budgets and support cost control initiatives. • Resolve procurement-related issues, including delays, discrepancies, and claims.

Key Requirements: • Bachelor’s Degree in Civil Engineering, Supply Chain Management, or related field. • Minimum 5–8 years of experience in procurement for civil construction projects. • Proven experience in handling package procurement (subcontract packages, BOQ-based procurement). • Strong knowledge of construction materials, subcontracting processes, and market suppliers. • Experience working in UAE is an advantage. • Familiarity with ERP systems (SAP, Oracle, or similar). • Strong negotiation and commercial skills. • Ability to work under pressure and meet tight project deadlines
