Role Overview
We are looking for a highly analytical and technical Procurement Officer to manage the end-to-end sourcing, evaluation, and acquisition of construction materials, MEP equipment, and technical subcontractors.
Your main objective is to drive cost efficiency through strategic negotiation and value engineering, while ensuring 100% compliance with engineering specifications to guarantee zero project downtime.
Key Responsibilities
Technical Sourcing: Review and interpret architectural layouts, MEP schematics, structural drawings, and Bills of Quantities (BOQs) to accurately source materials.
Vendor & Subcontractor Management: Pre-qualify, audit, and onboard local and international vendors. Negotiate subcontracts, retention terms, warranty clauses, and performance bonds.
Value Engineering: Analyze engineering design packages to execute value engineering, targeting a 5–8% cost reduction on core equipment packages without sacrificing quality.
Bid Evaluation: Design and implement Technical and Commercial Bid Evaluation Matrices to grade subcontractor tenders fairly and transparently.
Pipeline & Expediting: Secure and track orders for long-lead equipment (lifts, chillers, transformers), monitoring overseas manufacturing and logistics milestones closely.
Requirements
Education: Bachelor’s degree in Engineering (Mechanical, Electrical, or Civil), Quantity Surveying, Supply Chain Management, or a related technical field.
Experience: 3–5 years of proven experience in technical procurement within the Construction, Real Estate, Fit-out, or Engineering sectors.
Drawing Literacy: Flawless ability to interpret engineering data sheets, load capacities, and complex architectural schematics.
Commercial Acumen: Strong experience handling technical bid analyses and structuring commercial delivery terms/SLAs.
Software Skills: High proficiency with ERP procurement modules, project tracking tools, and advanced Excel analytics.

30 Days: You will have completed a thorough technical audit of all upcoming procurement needs and baseline the project's procurement schedule.
90 Days: You will have closed out the ordering of all long-lead machinery and finalized binding agreements with primary subcontractors.
180 Days: You will have ensured all materials have landed on-site, passed quality control, and been integrated into site workflows with zero variation claims.
