Program Analyst

This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. This position is located in the Bureau of Intelligence and Research, Office of the Executive Director (INR/EX). This position plans and conducts complex analyses of Bureau-wide performance management, strategic planning, and governance.

Serves as senior analyst and advisor on performance management and Evidence Act implementation, leading complex analytical studies and evaluations of Bureau programs and organizational performance

Leads Bureau-wide strategic planning and governance analysis, evaluating organizational structures, management practices, and proposed changes for their impact on mission performance

Develops and maintains reporting frameworks, dashboards, and data visualization tools (Tableau, Power BI, SharePoint, Qlik, and IC systems) to monitor and communicate organizational performance

Serves as subject matter expert on performance management, strategic planning, and Evidence Act implementation
