Program Analyst (Project Scheduler)
About the Position: This position is with the US Army Corps of Engineers, Rock Island District, Programs and Project Management Division, Program Management Branch located in Rock Island, IL.
Duties are listed at full performance grade level, GS-11:
Develop project task listings and activity hierarchies to establish project scope, cost, schedule, and resource requirements.
Analyze task interrelationships to develop and maintain Critical Path Method (CPM) networks, baseline schedules, current schedules, and funding plans using the P2 System.
Coordinate with project managers to collect, validate, and distribute schedule information and identify project issues requiring resolution.
Conduct what-if analyses of cost and schedule changes; evaluate impacts to milestones, funding, and project execution and provide recommendations for corrective actions.
Prepare project management reports, executive summaries, briefings, monthly status reviews, Project Review Board (PRB) briefings, and other management information and data calls.
Validate technical elements of tasking, activity schedules, milestones, and resource assignments to ensure alignment with project objectives.
Review P2 schedules, Enterprise Data Warehouse reports, and other reporting systems to validate data accuracy, consistency, and make necessary corrections.
Participate in PDT meetings, project reviews, and status meetings to incorporate decisions, assign resulting tasks, and update project schedules and resource requirements.
Assist with reporting/information and preparing executive summary briefings.
Provide documented schedule and resource analyses, findings, and recommendations to support resolution of project execution issues.
