Program Analyst

This vacancy is for a GS-0343-12, Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, Personnel Service Center, Personnel Support Division in WASHINGTON, District of Columbia.

You will serve as a Program Analyst and be responsible for providing oversight and management of Coast Guard procedures for the Service's participation in the Department of Defense's (DoD) Defense Enrollment Eligibility Reporting System/Real-time Automated Personnel Identification System (DEERS/RAPIDS) used to authorize medical benefits for all military personnel, retirees, and reserve personnel; and allow Coast Guard personnel (military and civilian) to access installations and web-based systems. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as the Coast Guard DEERS/RAPIDS Project Officer, and representing the CG on all matters under Joint Uniform Services Personnel Advisory Committee JUSPAC cognizance. Also serving as program manager for the CG's participation in the DoD DEERs/RAPIDS program and administering new policy for field use. Studying, analyzing, and developing ways to improve the accuracy, adequacy, timeliness, and validity of data and systems for disseminating information about the Coast Guard's programs and work force to managers in many echelons and/or geographic locations. Providing timely responses to problems reported by Uniformed Service RAPIDS site verifying officials and Coast Guard RAPIDS site security managers (SSMs). Analyzing complex DEERs/RAPIDS and CAC issuance policy, such as military identification card and concomitant military benefits policy issues, and recommending solutions; and identifying and proposing solutions to Coast Guard DEERS/RAPIDS terminal allocation proposals and requests. Planning and performing special projects; and participating in Coast Guard DEERs/RAPIDS terminal site visits, studies and reviews. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
