Program Analyst

The Program Analyst functions on behalf of the Chief, Radiation Oncology and maintains considerable responsibility with radiation Oncology. Many of the incumbent's responsibility are self-initiated. Many responsibilities involve close interactions at both the VISN and National level. The Program Analyst works in the most complex category of healthcare facilities in the VA system. The VA Greater Los Angeles Health Care System is a complex highly affiliated tertiary referral medical center.

Major Duties to include, but may not be limited to the following: Collect, analyze, and interpret large multidimensional datasets from Radiation Oncology record-and-verify systems, e.g., Aria, (Data Analytics). Develop and maintain interactive dashboards, reports, and data-driven models to determine optimal staffing levels, forecast equipment needs, and enhance decision-making while ensuring data integrity, e.g., utilizing Power BI and/or Pyramid analytics systems. (Data Analytics). Report, analyze, and update Radiation Oncology access and treatment indicators for the network (Network Level Interactions). Serve as liaison between Human Resources and Radiation Oncology for personnel management, position management, and manpower utilization; advise on recruitment, employee placements, performance management, incentive awards, training, and resolution of Union and EEO grievances. (Administrative Functions). Manage supply needs, equipment repairs and Equipment Inventory List (EIL) maintenance, space utilization planning, and time and attendance; serve as PIV sponsor, ADPAC, TMS coordinator, and NARS assessor as needed. Prepare a data-driven annual budget plan; monitor, review, and process fund allotment requests; and track obligations and expenditures for base and mission support functions throughout the annual operating budget. Advise on and author Standard Operating Procedures (SOPs) for optimized workflows, collaborating with clinical staff to ensure patient safety, accreditation requirements, and best practice guidelines are met. Ensure adherence to ASTRO/APEx accreditation standards and VA-specific radiation oncology directives and policies; continuously monitor and audit practices to maintain compliance and facilitate continuous quality improvement. Lead systems optimization efforts by assessing data from existing systems and workflows to identify inefficiencies, implement evidence-based strategies, integrate new technologies, and enhance system performance. Function as a Contracting Officer's Representative (COR) supporting complex acquisitions; author acquisition documents, conduct comprehensive market research, and define precise statements of work for Radiation Oncology equipment and services. Monitor payments, maintain procurement records in compliance with current policies, and oversee implementation of acquired equipment and systems to ensure seamless integration into operations. Manage procurement and contracting processes for large-scale, intricate contracts involving medical physics, radiation technologists, capital equipment, unique radiation oncology data systems (Contracting and Acquisition Support).
