Program Analyst
The primary purpose of the position is to be responsible for performing program plan analysis to foster development of system redesign projects within the Service and the Facility, which will evaluate the performance and economic aspects of all Service programs based on Facility and Service goals.
Duties to include but not limited to the following: Assists with the analysis and interpretation of new proposals affecting Geriatrics & Extended Care (GEC) and Pain Medicine (PMS) Services and Rehabilitation & Extended Care (REC). Serves as a resource for budgetary, equipment, space, and staffing matters. Compile accurate data for budget preparation and forecasting. Assists in briefing management on budgetary controls and planned input. Acts as an intermediary for GEC and Pain Medicine (PMS) Services and Rehabilitation & Extended Care. Acts as a resource person for interested services/sections/departments concerning externally and internally generated new programs and policies. Collects and understands data from a wide variety of VA/VHA data systems to perform statistical analysis. Analyzes several programs, such as VHA Support Service Center (VSSC), Business Intelligence Service Line (BISL), Pyramid Analytics, Veterans Health Information Systems and Technology Architecture (VistA). Uses initiative and resourcefulness in deviating from traditional methods, adapting and modifying practices, policies, and procedures, researching trends, methodologies and patterns, and developing and recommending new policies/procedures. Implements the purchaser process of equipment and maintenance of equipment EIL's and ensuring the process is followed. Develops tracking systems and dashboards within various programs. Evaluations include MCA labor mapping, RVU certification, HRMS strength reports, and Joint Commission compliance. Analyze program performance data to identify issues and impact. Uses initiative and resourcefulness in deviating from traditional methods, adapting and modifying practices, policies, and procedures, researching trends, methodologies and patterns, and developing and recommending new policies/procedures. Assists in projecting needs and monitoring expenditures with management support staff. Analyzes data and recognizes where opportunity for process improvement exists to recommend and provide new processes to the AO. Identifies alternative systems and processes based on systems engineering principles to mitigate errors. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
