Program Analyst
The employee will serve as the Program Analyst, located in the Data and Information Department Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.
Major duties include but are not limited to Serves as business intelligence (BI) and data mining analyst, performs analysis to support data warehouse development, deploys BI and reporting tools, and delivers self-service reporting and analytic solutions. Prepares quantitative and qualitative analyses and research studies to include a wide array of benefits and health care-related issues. Responsibility includes the selection of statistical techniques, report format, validity of data, and accuracy of results. Interprets, analyzes, and evaluates operations data and results for internal presentations. Also plans the assembly and presentation of findings from assigned studies in graphic, chart, and narrative form, applying appropriate statistical and analytical techniques. Develops procedures and recommends quality improvements in data collection and statistical information systems. Develops computer-programming applications to automate routine data query and extraction. Provides data processing support for VA surveys, program evaluation, and special studies. Designs and conducts ad-hoc studies and analyses to provide data for the use of VA officials. Participates in special studies and fact-finding activities to develop required data and information for reporting purposes and prepares administrative reports. Develops recommendations for corrective actions and methods to achieve efficient and effective operations. Applies analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of activities or functions related to the VCL Mission, which includes trending for future needs. Manages documents and historic records. Maintains accuracy and data integrity of databases, spreadsheets, and data warehouses. Defines stakeholder and oversight audit requirements, prepares for, and maintains document and report readiness. Utilizes various software packages, to include Microsoft Word, Access, Excel, PowerPoint, Minitab, SQL, and Visual Basic, to prepare special reports, forms, and correspondence necessary to support VCL functions. Prepares a variety of recurring and special action reports utilizing data from files and records maintained in databases. Use a comprehensive knowledge of statistical techniques to solve problems. Provide consultation on statistical analysis applications. Plans, executes, analyzes, interprets, and makes final presentation of study results using technical reports and briefings. Prepares and presents briefings and information to management/supervisory official in VCL program areas to ensure comprehensive program coverage and effective interface among VCL functional elements. Identifies, analyzes, and interprets planning guidance into comprehensive briefings on the effective and efficient work processes within the organization, gathers, analyzes, and evaluates complex, factual, historical, and statistical data to independently develop and coordinate concept plans, position papers, event-driven tasks, status reports, and trend data. Uses large, highly specialized contact management databases to recover statistical information needed for studies and reports. Collects, organizes, analyzes, and interprets highly specialized Veteran data from large databases. Coordinates data form different databases in preparation for integrated analysis and interpretation of highly specialized data. Coordinates the determination of the scope of surveys, optimum sample sizes, appropriate sampling procedures, and quantification of the reliability of estimates based on samples. Analyzes and presents survey data and other information on customer satisfaction and other characteristics of the Veteran population. Performs other related duties as assigned. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on programs needs. Compressed/Flexible: Authorized Virtual: Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support.
