The position is located in the VHA Office of Finance's Revenue Operations (RO), eBusiness Solutions division. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). The office has an overarching responsibility for VHA budget development and allocation; monitors the execution of funds to networks; guides and oversees financial management and accounting operations.

Maintains a customer-oriented culture that enhances project team and stakeholder satisfaction, awareness, and overall success. Identify, prioritize and develop solutions to issues encountered by analyzing the sources of delays or changes in objectives and tasks/requirements to determine their effects on products or other work efforts. Interprets guidelines to include policies and implementing instructions, for use in the development of assigned products as part of project teams and cross-functional work-groups. Conducts analysis for developing and ensuring the success of short-term products and long term/ multi-year projects that lead to product implementation to ensure Revenue Operations is serving is business customers in the most efficient and effective manner. Supports the end-to-end tracing of requirements through User Acceptance Testing (UAT) to confirm that delivered functionality meets business and operational needs and all requirements are collaboratively developed with process stakeholders and subject-matter experts to maintain accuracy, alignment, and shared ownership. Coordinates and helps to manage user acceptance testing, to verify that business requirements represents the business intent. Works with stakeholders, focus groups, and end-users to analyze, evaluate, develop, and communicate operational requirements using approved analytical, documentation, and proposal methodologies. Effectively problem-solves while working to gain domain expertise across systems, applications, and programs. Determines the most effective methods for communicating and presenting written analyses that inform and support Revenue Operations' strategic and tactical decision-making in alignment with the VHA mission. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
