Program Analyst
The Program Analyst position will help evaluate the overall efficiency and effectiveness of the Surgery service line operations at the VA Black Hills Health Care System. This includes knowledge of applicable laws, regulations, and policies which affect the ability of the service to effectively execute its mission. *Supervisory approval is required to apply for this temporary assignment.
This position is for a temporary promotion, not to exceed 1 year. Position may be extended up to 3 years, or be converted to permanent without further competition. You may be returned at any time to the position from which you were temporarily promoted, or to a different position of equivalent grade and pay. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties include but are not limited to: Coordinate with numerous contacts within VISN 23 and the VA Central Office in Washington, DC. Provide administrative support to the health care management team. Assist on complex administrative matters affecting the health care delivery system. Complete cost and personnel analysis on Surgical and Specialty Clinics. Manage data and reports from various systems, such as DSS, VISTA, CPRS, MCAA, and VSSC. Plan, schedule, and conduct evaluations to recommend process improvements to increase productivity and access of the service line. Interact with customers in a courteous, tactful, and respectful manner. Provide customers with consistent information according to established policies and procedures. Safeguard electronic user IDs, passwords, and verify codes. Serve as backup timekeeper for the Surgery Service Line. Attend meetings, prepare minutes, and follow up on action items with appropriate staff members. Process incoming and outgoing materials, such as correspondence, reports, memoranda, and other forms of written communication. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
