Program Analyst

The employee will serve as the Program Analyst, located in the Technology and Innovation and Department in Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Major duties include but are not limited to: Monitors the effectiveness of projects throughout the IT area of responsibility, identifies problem areas, and recommends actions to enhance the organization's capabilities. Conducts technical reviews of proposed technology plans for the purpose of recommending changes in IT resources, policies, standards, etc. Makes recommendations for process improvements, improving quality, and assists in establishing appropriate process metrics and process controls. Acts as an organizational change agent in assuring, directing, and performing the steps necessary in order to create business cases based on objective data. Coordinates with other IT professionals that may be affected to ensure the appropriate information is documented. Staffs new and modified policies and procedures through appropriate channels to ensure all proper approvals are obtained. Leads cross-functional teams and collaborates with the Office of Information Technology, as well as appropriate subject matter experts and consultants, in order to identify opportunities for the improvement of and to develop proposals and action plans for the implementation of successful health information technology implementation in the VCL. Assists in analysis, problem-solving, and business process re-engineering activities related to issues surrounding clinical automated information systems. Assists in developing and documenting new clinical requirements specific to the VCL's critical missions. Utilizes appropriate project management techniques to plan, coordinate, and execute plans for assigned projects. Develops and coordinates the timely submission of planning and reporting documentation required for various projects and programs, including validating schedules and plans required for internal management purposes. Prepares timely management data, IT resource requirements, and individual project data summaries. Develops the timely submission of planning and reporting documentation associated with acquisition of enhanced IT systems and equipment. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy. Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support.
