NewBe an early applicantStraCon is seeking a Full-Time Program/Government Furnished Property (GFP) Analyst , Journeyman to support a Naval Air Systems Command (NAVAIR) program office at Patuxent River, MD. The Journeyman Analyst will assist government leadership by performing analytical, technical, and administrative duties that contribute to effective program execution.
Essential Job Duties:

The incumbent serves as the PMA MH-60R GE-R Government Furnished Property (GFP) Analyst and provides product team support to ensure all applicable Property management requirements are met.
- The incumbent recommends to the Level I/II IPT leaders the policy, approaches, and procedures to improve the efficiency and effectiveness of Property management practices within the PMA organization.
- Performs coordination with IPT Leaders and program management personnel to ensure compatibility between GFE & Property planning/management requirements and activities and technical and programmatic initiatives.

Acts as Government Property manager, coordinating acquisition, support and movement of such property among government and industry sites, ensuring chain of custody is maintained throughout.

Advises the APO/DAPO on the intent of new or revised GE-R Property management policy and guidance issued by higher authority and its potential to alter existing GFE & Property management practices and operations.

The PMA GE-R Property Analyst is responsible for ensuring all aspects of Property management are consistently applied and administered throughout the program.
- Significant liaison with internal Integrated Product Teams (IPT), NAVAIR competencies, NAVSUP, and numerous external customers, both government and industry is required.
- Oversee the identification, acquisition (some procurement will be required), receipt, tracking, transfer, and final disposition of all USN GFP, Contractor Acquired Property (CAP), and USN Government Furnished Equipment (GFE).
- Draft, review, and validate GFP attachments (FMS and USN) for solicitations/awards, and ensure required FAR/DFARS property clauses are accurately incorporated.
- Expert-level comprehension of DoDI 5000.64, FAR Part 45, and DFARS Part 245.
- Serve as the PMO liaison to DCMA Property Administrators during Property Management System Analysis (PMSA) audits.
- Maintain absolute data accuracy within the Accountable Property System of Record (e.g., NERP) and actively manage data using the PIEE GFP Module.
- Investigate and process Loss, Theft, Damaged, or Destroyed (LTDD) reports, and conduct periodic reconciliations between contractor records and government baselines.
- Facilitate the clearance process for excess or end-of-contract GFP, coordinating disposition instructions and demilitarization.
- Hands-on, operational experience navigating and managing data within DPAS, PIEE, and the GFP Module.
- Proven ability to analyze complex contract data, identify reporting discrepancies, and present actionable corrective plans to leadership.
- Perform, direct, oversee, and validate annual physical and wall-to-wall inventories of GFP. Reconcile inventory findings against the APSR and resolve any discrepancies.
Experience Requirements:
- 3 to 8 years of experience performing duties described in the functional description.
- Strong analytical, organizational, and problem-solving skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, etc.).
- Solid written and verbal communication skills.
- Ability to manage multiple tasks and deadlines in a dynamic environment.
- Occasional travel is required.
Required Education:
- Bachelor’s degree (BA/BS).
Security Requirements:
- U.S. Citizenship required.
- Ability to obtain and maintain a DoD Secret security clearance.

The estimated base salary range for this position is $75,000.00 -$110,500.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
