Position Overview

We are seeking a Program Management Analyst III to support Naval Information Warfare Systems Command (NAVWAR), PAE Mission Systems, and associated Navy stakeholders with senior-level integration, analysis, and decision support for complex, cross-functional, or high-visibility programs. The analyst will integrate cost, schedule, performance, risk, resource, acquisition, and execution information; lead assigned coordination efforts; evaluate tradeoffs; and develop decision-quality recommendations for Government review and approval.

This role is analytical and programmatic. It connects program leadership, acquisition, engineering, logistics, finance, contracting, operations, and other stakeholders so that program information is accurate, risks are visible, commitments are tracked, and decisions are supported with timely, defensible analysis.

Position Level

Provides senior-level analytical, planning, integration, and coordination support for complex or high-visibility assignments. Frames program problems, integrates inputs across workstreams, assesses systemic risks and tradeoffs, and develops well-supported recommendations. May review team products, mentor personnel, and establish consistent analytical practices while preserving Government decision and approval authority.

Primary Responsibilities

  • Lead or perform complex analyses integrating cost, schedule, performance, risk, resource, acquisition, technical, and operational information from multiple program sources and stakeholders.
  • Frame complex program-management problems; assess root causes, interdependencies, constraints, assumptions, risks, opportunities, and tradeoffs affecting approved objectives and execution plans.
  • Integrate and evaluate master schedules, milestones, deliverables, funding profiles, expenditures, staffing or resource plans, performance measures, and risk-mitigation activities across assigned workstreams.
  • Develop decision-quality analyses, alternatives, recommendations, recovery strategies, and proposed courses of action for Government or Integrated Product Team leadership review.
  • Evaluate baseline health and program performance; identify material variances, forecast potential impacts, and support development of corrective-action or recovery plans.
  • Lead assigned coordination efforts involving Government program managers, engineers, logisticians, financial managers, contracting personnel, operations representatives, vendors, and other stakeholders.
  • Oversee assigned deliverables, milestones, action items, risks, issues, opportunities, and dependencies; identify emerging concerns and support timely resolution or elevation.
  • Prepare and present executive-level analyses, program-review materials, decision briefs, status reports, data-call responses, metrics, and recommendations for Government review.
  • Evaluate policies, plans, requirements, contract deliverables, governance practices, and management processes; identify systemic gaps, execution risks, and opportunities for improvement.
  • Review team products for analytical quality, consistency, traceability, and compliance; mentor personnel and provide task-level leadership when assigned.
  • Develop or refine analytical methods, process maps, models, dashboards, metrics, reporting standards, and management practices; support implementation of approved improvements.
  • Promote data quality, documentation governance, configuration discipline, and effective use of Government-approved systems and tools; perform other related duties as assigned.

Required Qualifications

  • Bachelor's degree in a business or technical field with a minimum of ten (10) years of relevant experience.
  • Ability to lead complex or high-visibility analytical assignments, integrate incomplete or conflicting information, evaluate program risks and tradeoffs, and develop decision-quality recommendations.
  • Demonstrated experience integrating or analyzing program cost, schedule, performance, risk, resources, acquisition, deliverables, and related management information.
  • Strong written and oral communication skills, including executive-level reports and briefings, meeting facilitation, stakeholder alignment, and communication with senior Government customers.
  • Proficiency with the Microsoft 365 productivity and collaboration environment, including, but not limited to, Word, Excel, PowerPoint, Outlook, Teams, SharePoint, OneDrive, and Access, with the ability to efficiently create, manage, analyze, communicate, and maintain program information.
  • Basic familiarity with Microsoft Power Platform tools, including Power BI, Power Apps, and Power Automate, with the ability to navigate and use existing reports, dashboards, applications, and automated workflows, as applicable, to support assigned responsibilities.
  • Strong organization, attention to detail, records discipline, and ability to manage multiple interdependent priorities, deliverables, and deadlines with minimal day-to-day direction.
  • Ability to obtain and maintain the clearance, credentials, and system access required by the contract.

Preferred Qualifications

  • Senior-level experience supporting NAVWAR, NIWC Pacific, a Navy program executive office, a systems command, or another complex program organization whose mission-system responsibilities align with PAE Mission Systems.
  • Advanced working knowledge of DoD or Navy acquisition lifecycles, program planning, financial management, contracting, logistics, systems engineering, configuration management, or lifecycle support.
  • Experience integrating master schedules, cost and funding information, earned value or performance measures, risk and opportunity management, baseline changes, and executive reporting.
  • Experience leading cross-functional coordination, governance forums, program reviews, corrective-action planning, or development of executive decision-support products.
  • Experience interpreting Government policies, instructions, contract requirements, and audit-readiness, records-management, or internal-control requirements for complex programs.
  • PMP, PgMP, Lean Six Sigma, DAU, or comparable program-management, acquisition, or process-improvement credential.
  • Active DoD Secret security clearance is preferred.

Salary: 100k+ dependent on education and experience
