ORGANIZATION SUMMARY:

POSITION SUMMARY:
The purpose of the Program Manager position is to fulfill the Mission Statement of World Relief in WR Chad, and manage all aspects of the implementation and development of the Country Office programs. The Program Manager is expected to provide strategic leadership to the Program Department in the areas of program quality, development and implementation. This includes playing a key role in country strategy development and dissemination. A major emphasis for this position is proposal development, program coordination and technical leadership in order to ensure that the Country Office competes strongly for funding opportunities and that programs are implemented fulfilling standards of quality and accountability along with delivering the desired impact in making a significant contribution to reducing poverty and saving lives.

ROLE & RESPONSIBILITIES:

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.
  • Program Leadership
  • Contribute to the implementation of the WR Chad Country Office strategy.
  • Oversee the design, implementation, monitoring, and evaluation of programs, ensuring alignment with country strategy and donor requirements.
  • Ensure robust Monitoring, Evaluation, Accountability, and Learning (MEAL) systems are in place to demonstrate impact and support continuous improvement.
  • Support the development of project proposals and reports.
  • Supervise and mentor sector leads and the MEAL focal point in managing program staff.
  • Support sector leads in tracking program performance against budgets and serve as a liaison between Programs and other departments.
  • Conduct field visits as needed to monitor program progress, assess results, and address operational and security issues.
  • Lead partner mapping and cultivate relationships to strengthen resource mobilization.
  • Staff Management
  • Collaborate with the Country Director on the recruitment of program and operations staff.
  • Provide effective supervision of direct reports and foster a strong, coordinated Program team.
  • Oversee performance management processes, including goal setting, feedback, mid-year reviews, and annual appraisals.
  • Address performance issues proactively through coaching and regular feedback.
  • Travel to field locations as needed to support staff management.
  • Develop and implement staff capacity-building strategies.
  • Operations Management and Program Strategy
  • Represent WR Chad with donors, government entities, and partners; share key updates with internal stakeholders.
  • Ensure the implementation of policies, procedures, and guidelines to support efficient program operations.
  • Develop and manage comprehensive program activity plans aligned with workplans, logframes, and resource needs.
  • Coordinate with Home Office and regional teams to ensure timely, compliant program implementation.
  • Collaborate with Program Support units (Finance, HR, Procurement) to ensure effective operational support.
  • Ensure appropriate staffing, systems, and procedures are in place for effective program management.
  • Oversee the preparation and timely submission of high-quality program reports.
  • Review and edit external communications and reports for quality assurance.
  • Establish and maintain effective information management systems.
  • Regularly assess and optimize program management structures for efficiency and impact.
  • Support recruitment and onboarding of new program staff.
  • Build and manage strategic partnerships aligned with WR Chad’s vision and program priorities.

  • Reflect the Christian spiritual values of WR Chad with team members, beneficiaries, and external contacts.
  • Fully contribute to the rich spiritual life of the WR Chad team, including team devotions, prayer times, words of encouragement, and integrity in all programmatic aspects of response and interaction with external contacts.

  • JOB REQUIREMENTS:

  • University Degree in related field.
  • Business development and leadership experience is highly value
  • A minimum of five years of experience in international relief and development work with progressive leadership responsibilities and proven resource development skills, or a minimum of seven years of experience in business management and leadership with progressive increasing responsibilities
  • Experience working with donors such as USAID, EU, FCDO, ECHO, UN Agencies, etc.
  • Experience serving in a hardship post in a complex emergency setting
  • Strong knowledge of program areas and ability to communicate practices to various constituencies in the U.S. and Africa
  • At ease with Microsoft Office programs (in particular with Word & Excel), Internet, and e-mail writing
  • Excellent verbal and written English and French communication required
  • Ability to work independently and to deal with problems and issues both promptly and efficiently
  • Ability to diplomatically liaise in a team setting, to listen and take into account team suggestions, and to create a sense of team connectivity
  • Experience in training and mentoring staff
  • Capacity to work under pressure and tight deadlines
  • Good negotiation skills, especially in the context of another culture
  • Ability to manage budgets, understand financial accountability procedures and logistics
  • Strong time management, prioritization, and multi-tasking skills
  • PREFERRED QUALIFICATIONS:

  • Masters’ degree preferred
  • Extensive experience in conflict zones or fragile contexts
  • Proven ability to manage remote teams in challenging contexts.
  • Proficiency in Arabic.
