Program Manager
We are seeking an experienced Program Manager to lead the delivery of a strategic ICT program focused on strengthening information security, data sovereignty, operational resilience and business continuity across critical service delivery platforms.
The successful candidate will be responsible for managing three concurrent workstreams, ensuring alignment with Western Australian Government ICT policies, cyber security standards, procurement requirements and data sovereignty obligations. This role requires a strong leader capable of overseeing complex technology initiatives, managing multiple stakeholders and vendors, and delivering business-critical outcomes.
Key Program WorkstreamsSystem Redundancy & Business Continuity
- Lead investigations and implementation activities to establish appropriate system redundancy and operational resilience capabilities.
- Coordinate the assessment of business continuity requirements and technology solutions.
- Engage specialist resources to undertake technical assessments, develop recommendations, and provide implementation roadmaps, cost estimates and resource requirements.
- Lead the assessment, procurement and implementation of an Australian-hosted live chat platform.
- Conduct market analysis, options assessments and procurement activities in accordance with government procurement and probity requirements.
- Ensure compliance with data sovereignty, privacy and information security obligations.
- Review the existing SMS platform and define future operational requirements.
- Assess alternative service providers and solutions to reduce reliance on offshore-hosted services.
- Deliver recommendations that strengthen compliance with government information security and data sovereignty requirements.
- Lead the planning, governance, implementation and delivery of multiple complex ICT projects and programs.
- Manage the full project lifecycle from initiation through to implementation and business adoption.
- Establish and maintain effective program governance, reporting frameworks and risk management processes.
- Oversee project schedules, budgets, resources, risks, issues and dependencies across all workstreams.
- Develop business cases, options analyses and strategic recommendations for executive decision-making.
- Manage procurement activities, vendor engagements and contracted resources.
- Provide leadership, direction and mentoring to project teams and specialist resources.
- Engage with senior stakeholders to ensure program outcomes are aligned with organisational priorities.
- Monitor program performance and deliver regular reporting to governance committees and executive leadership.
- Ensure all initiatives comply with relevant government ICT standards, cybersecurity requirements and legislative obligations.
- Minimum 7 years' experience delivering complex ICT programs and multiple concurrent technology projects.
- Demonstrated experience managing large-scale business and system transformation initiatives.
- Strong program governance, risk, financial and stakeholder management capability.
- Proven experience overseeing multiple simultaneous ICT change implementations.
- Experience managing procurement processes, contracts, vendors and external service providers.
- Ability to develop business cases, strategic recommendations and options analyses.
- Excellent planning, prioritisation and program delivery skills.
- Strong leadership, communication and stakeholder engagement abilities.
- Digital service delivery solutions, live chat platforms or SMS technologies.
- Experience within Mental Health and/or Alcohol and Other Drug service delivery environments.
- Data sovereignty, cybersecurity and information security programs.
- Cloud-based technology implementations.
- Western Australian Government or broader public sector experience.
This role would suit a senior Program Manager, ICT Program Director, Digital Transformation Manager, or Technology Delivery Lead with experience delivering government or highly regulated technology programs. The ideal candidate will have a strong background in governance, procurement, cybersecurity, stakeholder management and complex ICT change, with the ability to drive multiple workstreams while ensuring compliance with government standards and strategic objectives.
