Aalis Management Consulting is seeking an experienced Program Manager to lead a large-scale federal healthcare and disability program supporting a federal agency. The Program Manager will provide overall program leadership, oversee contract performance and personnel, manage program operations, and serve as a senior point of contact for government stakeholders.

The ideal candidate will have extensive experience managing large federal programs, supervising multidisciplinary teams, administering federal contracts, and applying Department of Defense (DoD) policies and procedures. Experience supporting federal healthcare, military medical, disability evaluation, or related programs is highly desirable.

Key Responsibilities

  • Provide overall leadership and management for a large, complex federal program involving multiple functional areas and multidisciplinary personnel.
  • Serve as the primary program-management interface with government leadership and stakeholders.
  • Oversee program execution, staffing, workload distribution, deliverables, milestones, performance, and quality.
  • Manage and supervise multidisciplinary personnel, including senior analysts, policy specialists, data analysts, and program support staff.
  • Develop and maintain program management plans, staffing plans, schedules, performance metrics, and risk-management strategies.
  • Monitor contract performance and ensure compliance with contractual requirements, performance standards, and government policies.
  • Support contract administration, including deliverable management, performance monitoring, issue resolution, and coordination with the Contracting Officer and government stakeholders.
  • Establish and maintain quality assurance processes and ensure program activities comply with applicable federal and DoD requirements.
  • Apply DoD policies, procedures, records-management requirements, quality-assurance standards, and applicable federal regulations.
  • Identify program risks, develop mitigation strategies, and communicate significant issues to senior leadership.
  • Lead program status meetings and provide executive-level briefings, reports, and recommendations.

Required Qualifications

  • Bachelor's degree in any field.
  • 10+ years of experience overseeing or managing large programs.
  • 5+ years of experience overseeing or managing staff/personnel.
  • Experience with federal contract administration.
  • Experience with and knowledge of DoD policies and procedures.
  • Experience with records management and quality assurance.
  • Demonstrated experience managing multidisciplinary teams and complex program operations.
  • Strong written, verbal, analytical, and executive-communication skills.
  • Ability to interact effectively with senior government officials and contractor leadership.
  • Active Project Management Professional (PMP) certification OR Lean Six Sigma Black Belt certification.

Preferred Qualifications

  • Experience supporting the Department of Defense, Defense Health Agency, military medical programs, or Department of Veterans Affairs.
  • Experience with Disability Evaluation System (DES) or Integrated Disability Evaluation System (IDES) programs.
  • Experience with Medical Evaluation Boards (MEB) or Physical Evaluation Boards (PEB).
  • Experience with federal healthcare or military disability programs.
  • Experience with quality assurance and program performance management.
  • Experience supporting large-scale government contracts.
