Program Manager-DOL
TechSur is seeking a Program Manager to lead a lean, cross-functional team supporting the Department of Labor Office of the Chief Information Officer and Employment and Training Administration SWARAS operations, maintenance, security, database operations, reporting, help desk, release management, and moderate enhancements. This role serves as the primary customer interface for DOL OCIO/ETA stakeholders and is accountable for program performance, Agile governance, risk management, reporting, SLA oversight, quality control, transition, and stakeholder communications.
Key Responsibilities
- Provide day-to-day leadership for DOL OCIO/ETA SWARAS O&M, moderate enhancements, security compliance, Tier 1-3 help desk, reporting, and database support.
- Manage Agile program and project management activities aligned to DOL OCIO BAS standards, SDLCM, and Government performance expectations.
- Lead planning, status reporting, risk and issue management, quality control, communications, release coordination, and stakeholder engagement.
- Coordinate with OCIO, ETA program stakeholders, hosting providers, software providers, and other vendors to maintain service continuity and mission alignment.
- Oversee SLA compliance for incidents, service requests, production support, and escalation handling.
- Manage transition-in, onboarding, staffing coverage, remote CONUS operations, surge support, and 6 AM-8 PM ET coverage planning.
- Maintain customer-facing deliverables, meeting cadence, action items, metrics, dashboards, and executive reporting.
Required Qualifications
- 8+ years of federal IT program or project management experience, including application O&M, help desk, cybersecurity, or software sustainment programs.
- Experience supporting Department of Labor IT programs is REQUIRED
- Experience managing multi-application federal IT portfolios under FISMA Moderate and Agile SDLC frameworks.
- Experience leading cross-functional teams including DevSecOps, DBA, ISSO, help desk, QA/testing, and reporting resources.
- Experience with Jira, Confluence, SharePoint, Microsoft Teams, ServiceNow, status reporting, risk registers, quality control, and release coordination.
- U.S. Citizenship and ability to obtain and maintain DOL Public Trust suitability.
