Program Manager

Pay Range: $70,000 to $75,000

Location: Minneapolis, MN

Schedule: Monday through Friday with occasional evening and weekend shifts to connect with team members, and possible coverage

The Program Manager supports the staff, residents, and daily operations of Exodus Supportive Housing in collaboration with other Touchstone Mental Health leaders. This position will play a key role in launching and establishing the new Exodus program, ensuring effective staffing, consistent service delivery, and a safe, supportive residential environment.

The Program Manager provides direct supervision and leadership to program staff, oversees day-to-day operations and 24/7 staffing, and ensures staff have the training, guidance, and resources necessary to support residents in achieving housing stability, recovery, and wellbeing.

Program Manager Responsibilities:

• Provides day-to-day leadership and operational oversight of Exodus Supportive Housing, including supporting program implementation, establishing effective workflows, and ensuring consistent service delivery.
• Supervises, hires, trains, and develops program staff, providing regular supervision, coaching, performance feedback, and accountability for assigned responsibilities.
• Oversees staffing and scheduling for a 24-hour, 7-day-per-week program, ensuring adequate coverage across all shifts and coordinating emergency coverage and operational support as needed.
• Ensures staff provide high-quality, person-centered services that promote resident recovery, housing stability, independence, safety, and community integration.
• Provides leadership and guidance to staff regarding crisis prevention, de-escalation, emergency response, incident reporting, and coordination with clinical providers, property management, and community partners.
• Ensures program operations comply with agency policies, applicable licensing and regulatory requirements, contractual obligations, and documentation standards; monitors program performance and identifies opportunities for improvement.
• Collaborates with agency leadership on program development, budgeting, staffing resources, quality improvement, and initiatives that support Exodus and Touchstone Mental Health.

Program Manager Requirements:

• Experience supervising staff required
• Bachelor’s degree preferred
• Experience supporting clients with mental illness and/or history of homelessness required; experience supporting clients with co-occuring disorders preferred
• Experience working in a residential setting required
• Experience working with 245D licensing requirements strongly preferred
• Valid driver's license required
• Must be able to perform the duties completed by supervisees
• Must be available to support staff working a variety of shifts and to provide coverage as needed
