Program Manager

The FAA Purchase Card Program Office (PCPO) provides oversight and support for the FAA Purchase Card Program (FPCP). The PCPO is the focal point for customers to obtain support, services, and information related to purchase card issues. The PCPO provides management and oversight of the FAA Purchase Card Program; Maintains and provides the FAA Purchase Card Management Plan; Assists with purchase card related transactions.

The incumbent serves as the Program Manager oversees on the job training, ensures organizational, agency, and departmental goals are met for purchase card program management. She/he provides oversight and guidance to address purchase card program issues that cross multiple projects and programs. The incumbent is responsible for the establishment of policy, guidelines, goals, and objectives for annual purchase card utilization of more than $130 million via over 160,000 transactions across all FAA Lines of Business and Staff Offices. Incumbent has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.The incumbent is responsible for educating and training all levels of management and personnel on purchase card issues and concerns. The incumbent conducts continuous analysis of purchase card program standards as proposed and implemented by Congress, OMB, GSA, and the private sector. The incumbent develops, interprets or implements acquisition policies related to purchase card program management and implementation within the FAA. She/he provides outreach both internally and externally on Agency purchase card program goals and objectives while analyzing agency program accomplishments. She/he communicates program information/findings to senior management. She/he will be responsible for building and maintaining rapport and interacting with all levels of management, acquisition, and technical personnel to include headquarters, William J Hughes Technical Center, Mike Monroney Aeronautical Center, and the three Service Areas. She/he keeps management and team members apprised of project status through written reports, formal briefings, and discussions. The incumbent's work is typically reviewed at completion for success in achieving the Agency/organization mission. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. As the organization's Program Manager, the incumbent is responsible for strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.
