THE OPPORTUNITY
Iron Bow is seeking an experienced Program Manager In this role, you will serve as the senior contractor leader and primary point of accountability for the successful delivery of a complex, enterprise-wide infrastructure automation and modernization program supporting VA OIT.
You will lead a multidisciplinary technical team responsible for advancing VA’s centralized infrastructure automation capabilities across hybrid environments, including on-premises data centers, private infrastructure, and VA Enterprise Cloud environments. This role requires strong Federal program leadership, technical program management, and the ability to bring multiple technical workstreams together to reduce technical debt, configuration drift, security exposure, manual processes, and infrastructure delivery timelines.
This position is primarily remote/Contractor facility-based, with travel and onsite support at VA locations as required.
HOW YOU'LL MAKE AN IMPACT
- Serve as the primary contractor management interface with VA program leadership, contracting officials, technical teams, security organizations, and other key stakeholders.
- Lead overall program execution across platform engineering, automation architecture, infrastructure-as-code (IaC), enterprise integration, governance, security/RMF, training, adoption, knowledge transfer, and transition.
- Develop and maintain the Contractor Project Management Plan (CPMP) and integrated program schedule, including milestones, resources, dependencies, risks, deliverables, and reporting requirements.
- Coordinate multidisciplinary technical teams, subcontractors, and technology partners to ensure workstreams remain aligned with approved architecture, security requirements, contractual commitments, and VA priorities.
- Manage program risks, issues, dependencies, and corrective actions, proactively identifying potential impacts to cost, schedule, technical performance, security, and mission outcomes.
- Monitor program performance against contractual requirements, QASP metrics, KPIs, deliverables, staffing requirements, automation adoption, and knowledge-transfer objectives.
- Lead monthly program reporting, program reviews, and Quarterly Governance Reviews, providing VA leadership with clear visibility into program health, performance, risks, decisions, and corrective actions.
- Maintain appropriate staffing and oversee personnel assignments, onboarding, required certifications, background investigations, vacancies, and continuity of program operations.
- Coordinate activities required to achieve and maintain the VA Authority to Operate (ATO), including RMF documentation, security assessments, POA&M management, and continuous monitoring.
- Oversee the phased onboarding and adoption of VA infrastructure teams onto the standardized automation platform, driving measurable movement from manual processes toward standardized automation.
- Lead knowledge transfer, training, operational documentation, and transition-readiness activities to build VA’s ability to independently operate and evolve the automation environment.
- Manage program performance within the Firm-Fixed-Price contract structure, including labor, travel, subcontractors, software/OEM coordination, deliverables, and resource allocation.
SKILLS THAT DRIVE SUCCESS
- 10+ years of IT program/project management experience, including at least 5 years leading large, complex Federal technology programs.
- Experience managing Federal infrastructure modernization, enterprise automation, or similarly complex IT programs.
- Proven experience leading large, multidisciplinary technical teams supporting enterprise IT environments.
- Experience managing programs involving infrastructure, cloud/hybrid environments, automation, DevSecOps/IaC, cybersecurity, and IT service management.
- Experience managing integrated schedules, risks, dependencies, deliverables, staffing, performance metrics, and executive-level reporting.
- Demonstrated ability to coordinate across engineering teams, technology partners, subcontractors, Government organizations, and executive stakeholders.
- Experience managing programs that combine commercial software licensing and professional services.
- Strong understanding of Federal contracting environments and managing delivery against contractual scope, performance requirements, schedules, and commitments.
- Strong leadership, communication, problem-solving, organizational, and executive stakeholder-management skills.
- Project Management Professional (PMP) certification required.
- ITIL v4 Foundation certification required.
- Must be able to successfully complete and maintain a Tier 4 / High Risk Background Investigation.
WHAT SETS YOU APART
- Experience supporting the Department of Veterans Affairs OIT or another large, complex Federal IT organization.
- Experience with infrastructure-as-code, configuration management, enterprise automation/orchestration, DevSecOps, and Git-based delivery models.
- Familiarity with Terraform/HashiCorp, Ansible, Red Hat/OpenShift, VMware, ServiceNow, GitHub Enterprise, CyberArk, Splunk, and Dynatrace.
- Working knowledge of Federal RMF/ATO, NIST 800-37/800-53, FISMA, Zero Trust, FICAM/PIV, and Section 508 requirements.
- Experience establishing enterprise governance models, KPIs, executive dashboards, risk registers, and continuous-improvement programs.
- Experience leading organizational change and technology adoption across enterprise infrastructure teams.

COMPENSATION AND BENEFIT INFORMATION
The salary range for this position is $160,000-190,000/yr. This range reflects the anticipated base pay for the position and is not a guarantee of final compensation. Actual compensation will be determined based on factors including experience, skills, education, location, contract requirements, and business needs.
