PROGRAM MANAGER

About the Position: This position serves as a Program Manager within the United States Forces Korea (USFK), Command Engineer Division, exercising independent authority and technical expertise to direct a highly complex, multi-billion dollar portfolio of construction, realignment, and modernization programs vital to the strategic stationing and operational readiness of U.S. Forces on the Korean Peninsula.

Serves as the lead planner for Yongsan Residual Planning, plan and facilitate Planning/Design Charrettes and provide oversight on Construction Management.

Serves as the command’s principal USFK planner and advocate for matters concerning the CFC strategic footprint, a critical task driven by the planned transfer of wartime Operational Control (OPCON).

Manages key aspects of program and project contracting lifecycle.

Develops requirement packages, writing statements of work, and conducting technical evaluations for new contracts supporting emerging stationing and modernization initiatives.

The incumbent directs planning efforts with stakeholders to develop and implement bridging strategies that sustain operational readiness in interim facilities while new construction is negotiated, planned, and executed.

Directs the analysis of all requirements, data, and program information to establish required program resourcing and cost data.

Manages the final integration of the Yongsan Relocation Program (YRP) and Land Partnership Plan (LPP) into the Theater Master Plan by directing all actions required for their formal closeout.

Leads the efforts to communicate the organization's strategic plan, objectives, mission, vision and values to the coordinating joint staff and component representatives and working groups.

Acts as USFK’s lead negotiator with the ROK on behalf of the U.S. Government for all Agreed Recommendations (AR) and other associated international agreements under the auspices and authorities of the SOFA Subcommittees.
