Program Manager

Summary

The Program Manager will oversee cost, schedule, and performance for a National Security contract, serving as the primary liaison between the client and internal management. The role requires extensive experience in contract management, financial tracking, and adherence to federal acquisition regulations within an intelligence community environment.

MANTECH seeks a motivated, career and customer-oriented Program Manager to directly support senior-level management on a critical National Security mission for an Intelligence Community client based in the Fort Meade, Maryland area.

Responsibilities include, but are not limited to:

  • Managing the cost, schedule, and overall performance of the contract.
  • Serving as the primary point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the contractor's senior management.
  • Directly contributing to program efforts, including cost management and avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Ensuring the proper execution of tasks necessary to achieve optimal contract efficiency and effectiveness.
  • Utilizing expert communication skills to direct skilled technical resources, report on technical progress, flag issues and problem areas, and write and review technical documents.

Minimum Qualifications:

  • Bachelor’s degree; four (4) years of additional relevant program management experience may be substituted for a degree.
  • Fifteen (15) years of experience as a program or project manager managing programs and contracts of similar scope, type, and complexity.
  • Experience managing multi-task contracts and subcontracts of various types and complexity, as well as leading a multi-vendor environment.
  • Experience conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • Experience managing and controlling funds and resources using advanced reporting mechanisms.
  • Knowledge of the guidelines provided by the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.

Preferred Qualifications:

  • Active PMP, FAC-P/PM Mid-Level, or DAWIA Level 2 Program Management certification.

Clearance Requirements:

  • Active TS/SCI clearance is required.
  • Active/Current Polygraph is strongly preferred.

Physical Requirements:

  • Sedentary work in an office environment.
  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
  • Must be able to exchange accurate information in multiple situations.
