Summary
Oversee a federal learning and workforce development program, lead LMS strategy, governance, and cross-functional teams, and manage budgets and compliance for the Department of the Interior.
You will serve as a Program Manager with Office of Employee Development with Office of the Secretary of Interior. This is not a remote position, please see duties section for additional information. The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
This position is located within the Department of the Interior, Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management, and Budget (ASPMB), Office of Employee Development (OED). The official duty station will align with the selectee's current duty station. If applying to "location negotiable after selection", this means that your official duty station will be based off your current DOI official duty station. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Provides strategic leadership and oversight for a multidisciplinary workforce, directing supervisors and staff across instructional systems, analysis, training, visual information, and program management. Oversees hiring, performance, workforce development, and organizational effectiveness. 2. Leads the enterprise learning portfolio and sets long-term strategy for Learning Management System (LMS) platforms, support services, evaluation frameworks, online systems, and learning capabilities aligned to mission and workforce needs. 3. Establishes and enforces enterprise governance, policies, SOPs, quality benchmarks, data standards, and evaluation requirements to ensure consistent, compliant, high-quality learning products and services. 4. Oversees program and portfolio management, resolves cross-program dependencies, manages schedules and deliverables, and leads cross-functional teams. Manages budgets, business cases, acquisitions, SLAs, and contractor performance. 5. Leads enterprise analytics, compliance, and innovation efforts; designs evaluation strategies; ensures adherence to privacy, security, and accessibility mandates; drives risk mitigation and technology adoption; and leads stakeholder engagement and change-management strategies. The Office of the Secretary has determined that the duties of this position are suitable for telework and may be allowed with supervisory approval. Salary Information Salary will vary based on current duty station and will vary. For the Locality Pay Area of Rest of U.S.: GS-14 (Step 1) $125,776 - (Step 10) $163,514 per annum.
