Program Manager, Operations

CIeNET is seeking a Program Manager, Operations to drive a high impact, dual scope role: scaling a next-generation software development program for a leading hyperscaler and overseeing CIeNET’s strategic operational presence in Taiwan. The ideal candidate blends deep cross-functional leadership with strong domain technical context across data centers, hardware, and software engineering to navigate complex global stakeholder environments.

Key Responsibilities
Customer HPC Program Strategy & Execution (Internal within Hyperscaler)
1. Global Engineering Alignment: Serve as the operational bridge and connective tissue between the customer’s Taipei and US-based HPC leadership and the Taipei-based HPC software development organization.
2. Organizational Development/Management: Lead executive operational rhythms, including OKR setting, Quarterly Business Reviews, leadership staff meetings, and strategic planning for the HPC team.
3. Ecosystem Governance: Engage with team members and align with key partners to ensure engineering deliverables meet standards and timelines.
4. Operational Flow & Local Presence: Oversee Taiwan team operations, key meetings, and executive meetings to maintain seamless operational cadence and strong visibility.

Required Skills & Qualifications

• 4+ years of experience working in Technology and/or IT firms focusing on business operations.
• 2+ years operating across cross functional, multi region engineering teams especially between Taiwan and US.
• 1+ years of direct working experience with C-Suite or Leadership at a global organization.

Education/Linguistic Skills:

• Bachelor's degree in Computer Science, Electrical Engineering, Systems Engineering, or equivalent technical/business field; Top-Tier M Master’s
• Complete Fluency in English with Proficiency in Mandarin

Technical Skills:

• Foundational knowledge of system level software, datacenter infrastructure, and/or hardware/software integration in the realm of cloud architecture.

Soft Skills:

• Strong communication skills with the ability to work effectively with customers and globally distributed engineering teams up and down the organization structure
• Strong analytical, problem-solving, and organizational skills.
• Entrepreneurial mindset to build/execute processes from scratch in ambiguous, fast-moving environments without waiting for explicit instructions.

Nice to Have

• A background and/or understanding in HPC, AI/ML hardware/software infrastructure, silicon, and/or server architecture.
• A demonstrated experience in executing organizational development within large organizations ensuring organizational governance.
• Ability to translate complex engineering dependencies across Hardware, Software, and Operations into actionable strategic plans.
