POSITION SUMMARY

The Program Manager is responsible for the overall cost, schedule, and performance execution of complex DoW government contracts. This role serves as the primary liaison between the Government, Contracting Officers, and company senior leadership while ensuring operational efficiency, risk management, and contract compliance.
Background on Air Force Global College (AFGC)
As the lead agent for Department of the Air Force (DAF) education, the Air University (AU) prepares Air and Space professionals to apply air, space, and cyberspace power to achieve national security objectives. Under Air University, the Air Force Global College (AFGC) partners with Arizona State University to bring an agile, yet distinct, learning environment to the DAF’s online (and hybrid) professional military education (PME) student experience. Delivering this world-class PME online takes a team of skilled educators backed by the support of a company entrusted with one of the most valuable missions Air University has: developing Airmen and Guardians to be lifelong learners, ones who are critical and creative thinkers throughout the full spectrum of PME, offered at the right time in their careers.
The AFGC is the DAF’s premier distributed officer developmental education and Joint Professional Military Education (JPME) I program provider. AU is tasked to meet the needs of the DAF and its officer students worldwide across three developmental levels of Officer Professional Military Education (OPME):
· Officer Primary Developmental Education (PDE) or Squadron Officer School (SOS)
· Officer Intermediate Developmental Education (IDE) or Air Command and Staff College (ACSC)
· Officer Senior Developmental Education (SDE) or Air War College (AWC)
Additionally, within the OPME program, the AFGC has the distinction of providing Joint Professional Military Education (JPME) Phase I through the MMOAS (OLMP) – Joint Warfare Concentration. JPME 1 requirements are also located in the IDE level of OPME, with oversight by CJCS on those elements.
The AFGC is also the DAF’s premier distributed enlisted developmental education program provider, tasked to meet the needs of the DAF’s enlisted students worldwide across three developmental levels of Enlisted Professional Military Education (EPME):
· Airmen Leadership School (ALS)
· Non-Commissioned Officer Academy (NCOA)
· Senior Non-Commissioned Officer Academy (SNCOA)
DUTIES
- Manage program cost, schedule, and contract performance.
- Allocate staffing, facilities, and budget resources.
- Oversee EVM and financial reporting.
- Develop baselines and risk mitigation strategies.
- Prepare program reviews, technical reports, and government briefings.
- Ensure compliance with FAR, DFARS, and DoD acquisition regulations.
- Support recruitment, training, and workforce development.
- Manage program execution and instructional enhancement projects.
- Recruit, train, assess, and manage SMEs and support staff.
- Support sensitive federal programs with elevated system and data access.
- Maintain required access without interruption in support of long-term mission needs.
REQUIRED QUALIFICATIONS
- A retired Air Force veteran with a strong background in education or academia is highly desired. The ideal candidate will have experience recruiting, coaching, and preparing instructors to meet institutional standards for Joint PME and Air Force requirements.
- Experience as an educator and familiarity with Air University’s mission, along with an understanding of OPME, EPME, and JPME, is highly valued. This role supports AFGC’s mission as a premier educational institution serving the needs of modern warfighters.
- The position plays a key role in maintaining a qualified instructor pool to support Department of the Air Force developmental education needs and preserve specialized program certifications and accreditations.
- Must be a U.S. Citizen and eligible to obtain and maintain a Common Access Card (CAC) and any other required access credentials to perform the duties of the position.
PREFERRED QUALIFICATIONS
- Experience managing educational development, curriculum enhancements, or instructional projects within DoD or PME institutions.
- Knowledge of military protocols, command structures, and service-member education requirements.
- Strong cost and schedule management skills, including CLIN-level financial tracking and dashboard reporting.
- Experience preparing performance, progress, and milestone reports.
- Sound judgment and effective decision-making.
