Oversees infrastructure security, HR, technical programs, and fiscal management for a $45M+ navigation project portfolio, coordinating engineering, construction, and stakeholder relations for waterway improvements.
About the Position: As Chief Operations Manager for the Nashville District Navigation Area Office, incumbent is primarily responsible for infrastructure security, management of human resources, technical activities, program development and execution, safety, public relations, environmental & regulatory compliance, and fiscal accounting. Preferred locations are: Florence, AL, Grand Rivers, KY, Paducah, KY and Chattanooga, TN. Optional Location is: Nashville, TN
Supervise a large, diverse staff to include subordinate supervisors, engineering, administrative, skilled trades, program analysts, and contractors.
Manage the overall development, execution, and fiscal management of a navigation program that exceeds $45M annually to ensure maximum benefit of available funds.
Direct preparation and approve multi-year long and short-range work plans and associated budget estimates.
Develop final budget plans for submittal to HQ by the District Commander for all project requirement areas.
Coordinate, through key professional engineering staff, field level determinations on engineering matters concerning improvements or additions to existing navigation facilities.
Provide technical, and programmatic, expertise and regional interface for design, construction, and rehabilitation/maintenance of a diverse range of navigation projects.
Monitor the execution of planned actions and intervene on an exception basis, such as changes in priorities based on mission requirements and allocation of funds.
Establish trusted relationships with towing companies, shippers, industry associations, and waterway partners and stakeholders.
