Program Manager
Summary
Senior executive overseeing a federal contract program for the FBI/DOJ, ensuring technical, financial, and compliance requirements are met while managing teams, budgets, and stakeholder communications.
- Bachelor's Degree from an accredited college or university in Business Administration, Management, Public Administration, Finance, Criminal Justice, Information Systems, or a related field.
- Master's Degree is preferred.
- Project Management Professional (PMP) certification required.
- Additional federal program management certifications are preferred.
- Minimum fifteen (15) years of progressively responsible program management experience supporting Federal Government contracts.
- Minimum ten (10) years managing large, complex, multi-disciplinary programs and professional services contracts.
- Minimum five (5) years supporting Department of Justice (DOJ), Federal Bureau of Investigation (FBI), or comparable Federal law enforcement organizations.
- Demonstrated experience managing geographically dispersed personnel, subcontractors, budgets, schedules, risks, and customer relationships.
- Experience supporting classified environments and mission-critical operations preferred.
- Active Top Secret (TS) clearance required.
- Must be eligible to obtain and maintain access to Sensitive Compartmented Information (SCI), if required.
- Serve as the Contractor's authorized representative and primary point of contact to the Government.
- Provide executive-level program leadership and strategic oversight across all contract activities.
- Direct and manage all contract personnel, subcontractors, and program resources.
- Develop and maintain program schedules, staffing plans, performance metrics, and reporting processes.
- Lead Government stakeholder engagement activities and executive-level communications.
- Conduct recurring program management reviews, status briefings, and customer meetings.
- Prepare and deliver monthly, quarterly, annual, and ad hoc program reports.
- Establish and maintain risk management and mitigation strategies.
- Monitor quality assurance and performance management activities to ensure contractual compliance.
- Oversee recruitment, staffing, retention, workforce development, and succession planning efforts.
- Manage contract financial performance, resource allocation, and labor utilization.
- Ensure all deliverables are completed in accordance with contract requirements, schedules, and quality standards.
- Identify opportunities for process improvements, operational efficiencies, and mission enhancement.
- Support transition-in and transition-out activities to ensure uninterrupted mission support.
- Ensure compliance with all FBI, DOJ, Federal Acquisition Regulation (FAR), security, privacy, and information protection requirements.
