Program Specialist

This Program Specialist position is in the Veterans Benefit Administration Milwaukee, WI, Fiduciary Hub. The employee serves as the quality review and training coordinator for the division. Responsible for analyzing data associated with national program reviews, work in progress reviews (IPRs), and statistical and technical accuracy (STAR) reviews. Also conducts local quality assurance (QA) and training.

Specific duties include: Responsible for the propriety and technical sufficiency of Field Examination reports, final annual accountings, and correspondence to fiduciaries, and all other fiduciary related issues. Performing quality reviews of completed actions to monitor the individual performance data for employees. Analyzing available data that reflects quality levels to determine training needs of Fiduciary hub employees, from Field Examiners through clerical staff. Functioning as an authoritative consultant on the technical aspects of fiduciary activities. Assisting hub employees with analyzing specific case related issues to ensure proper resolution by the employee. Serving as a mentor to hub employees on technical issues. Communicating any trends or problem areas identified during training and/or the local and national quality review process. Providing guidance and training on how to improve the effectiveness of the division's workload processing. Developing methods for mentoring members of the team on the technical aspects of the job in a manner that addresses individual learning needs and effectively offers feedback to identify and correct deficient areas. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, and GS-12. Telework: Yes - This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday.
