About the role

The Program Standards Manager responsible for supporting the establishment, implementation, maintenance and continuous improvement of the program management system that enables consistent, controlled and auditable delivery of the GIICA venues program. Reporting to the Program Standards Lead, the role manages the frameworks, procedures, tools, templates, guidance materials and artefact libraries required to support program delivery over the life of the program, including effective transition, archiving and close-out of management system artefacts and records.

Operating within a matrix project environment, the Manager Program Standards acts as the custodian of the program management system and associated documentation, ensuring standards, processes and artefacts remain current, controlled, accessible and fit-for-purpose. The role supports the implementation and adoption of GIICA's program management standards across the program of works, monitors their effectiveness in practice and coordinates improvements arising from lessons learned, assurance reviews, audits and evolving business requirements.

The role promotes consistency, traceability and quality across governance, planning, controls, reporting, benefits and obligations artefacts while maintaining clear separation between framework custodianship and day-to-day delivery management. The position provides practical support, guidance and capability development to program teams and delivery partners to support effective application of GIICA's program management system.

As a limited-life program role, the position is also responsible for ensuring the Program Management standards and artefacts can be effectively consolidated, archived, transferred or retired as the venues program matures, transitions and closes out.

This is up to a 6-year, maximum term role.

About your responsibilities

  • Under the direction of the Program Standards Lead, manage the implementation, maintenance and continuous improvement of the GIICA Program Management System, ensuring frameworks, procedures, templates, tools and guidance remain current, controlled, practical, proportionate and scalable to the maturity, risk profile and delivery stage of the venues program.

  • Manage the program management artefact library and associated document control, configuration management and lifecycle processes, including development, review, endorsement, publication, version control, change control, archiving and retirement of program management documentation.

  • Coordinate updates to franger frameworks, standards, templates and guidance in response to organisational change, assurance findings, lessons learned, review outcomes and agreed continuous improvement initiatives.

  • Support implementation and adoption of GIICA’s program management frameworks and standards across the venues program by providing practical advice, guidance, coaching, user support and implementation tools.

  • Develop and maintain user guidance materials and process documentation to support consistent, efficient and auditable application of GIICA’s program management standards.

  • Monitor utilisation, adoption, usability and effectiveness of the Program Management System and associated artefacts, identifying opportunities to improve compliance, consistency, organisational maturity and delivery support.

  • Undertake quality reviews of program artefacts against approved standards, review criteria and assurance requirements, identifying gaps, inconsistencies, duplication and improvement opportunities.

  • Support assurance activities, including audits, gateway reviews, health checks and independent reviews, by maintaining documentation, evidence registers, management system records and audit-ready artefacts.

  • Prepare reporting and analysis on standards adoption, management system performance, framework implementation, document status, assurance readiness and continuous improvement activities.

  • Liaise with delivery teams and corporate functions to support consistent application of approved frameworks, tools and ways of working across the venues program.

About you

  • Demonstrated experience in PMO, program services, program management, project controls, governance or program standards roles within large-scale infrastructure, capital works or complex delivery environments.

  • Strong understanding of program and project management methodologies, governance frameworks, controls environments, management systems, quality management and assurance processes.

  • Proven experience managing program management systems, controlled documentation, frameworks, procedures, templates, standards, configuration controls and artefact libraries.

  • Demonstrated ability to develop practical, proportionate and scalable standards, tools and guidance that support delivery pace, assurance requirements, organisational adoption and program close-out in temporary or limited-life program environments.

  • Experience implementing management systems, monitoring adoption and effectiveness, supporting continuous improvement and responding to lessons learned, assurance findings, audits, compliance activities or maturity assessments.

  • Experience working in a matrix project environment with contracted delivery partners, including supporting the interface between framework custodianship, standards oversight and delivery operations.

  • Strong stakeholder engagement and communication skills, with the ability to work collaboratively across program delivery, governance, assurance and corporate functions.

  • High attention to detail and sound judgement, including the ability to maintain accuracy, traceability and control across large volumes of program documentation while balancing governance requirements, organisational maturity and practical delivery needs.

  • Tertiary qualifications in project management, engineering, business administration or a related discipline, and P30 Practitioner certification are highly regarded.

  • Experience with public sector infrastructure programs is advantageous
