This individual collaborates with cross-functional stakeholders and senior team members to translate business requirements into robust, secure, and maintainable solutions. Responsibilities include supporting and maintaining existing applications, developing systems to securely, and leveraging modern programming languages, frameworks, and methodologies to meet functional and performance specifications.
The Programmer Analyst II also leads efforts in quality assurance through rigorous testing, providing tier 1 and tier 2 support to users, and cross training with other development resources.
Key Responsibilities and Accountabilities
Collaborate with end users, project managers, IT team members, and developers to analyze complex business requirements and implement innovative, scalable software solutions and integrations, including with AI and automation systems.
Develop applications and systems, ensuring high performance, security, and compliance with enterprise standards.
Develop applications and systems in containerized environments, leveraging CI/CD workflows such as GitHub Actions, and modern frameworks such as Laravel and React.
Ensure compliance with established coding standards.
Develop and optimize scripts and utilities to enhance system functionality and performance.
Serve as tier 1 and tier 2 support for troubleshooting complex application and system issues, ensuring timely resolution within internal SLAs and minimizing business disruption.
Participate in full software development lifecycle per SDLC standards
Conduct advanced testing and quality assurance, ensuring robust, bug-free releases and adherence to security protocols.
Maintain comprehensive documentation, including technical specifications and process workflows.
Follow development standards, guidelines, and best practices for system design and coding.
Stay current with emerging technologies, programming languages, and industry trends to recommend innovative solutions.
Ensure compliance with IT security standards, policies, and procedures, safeguarding organizational data integrity.
Champion continuous improvement by evaluating existing systems and recommending enhancements aligned with business goals.
Be able to independently train new team members to department standards
Perform advanced functions of their role
Be competent to support and cover for senior department employees
Essential Qualifications
University degree or diploma in Computer Science, Software Engineering, or a related discipline, with a strong grounding in software architecture and modern development practices.
3+ years of hands-on experience developing production systems using PHP, SQL, JavaScript, and associated web technologies (REST and GraphQL API’s, jQuery, XML, CSS, HTML5), as well as experience using Git and collaborative workflows (branching, code reviews, pull requests).
Develop applications using modern frameworks such as Laravel and React.
Experience working with containerized environments, Docker, and Kubernetes.
DevOps Experience creating and maintaining CI/CD pipelines and release governance using tools such as GitHub Actions is considered and asset
Technical knowledge of AI and ML with experience integrating AI capabilities and Large Language Models (LLMs) is considered an asset
Experience with various database technologies such as Oracle, SQL Server, MariaDB, PostgreSQL, Redis, and other systems.
Commit to achieving ISC2 Secure Software Practitioner certification within the first year; apply secure-by-design in daily work.
Proficiency with professional development environments and utilities (e.g., VS Code, JetBrains IDEs), including compilers, debuggers, linters, formatters, and profiling tools to uphold code quality and performance.
Solid working knowledge of networks, firewalls, hosting architectures, and broader infrastructure concepts; consistently adhere to security best practices across the stack.
Exceptional attention to detail with the ability to self-edit code and participate in code reviews.
Strong interpersonal skills to interface effectively with technical and non-technical stakeholders; excellent written and oral communication.
Operate with minimal supervision; take initiative to resolve issues, remove blockers, and proactively seek support from team members.
Thrive in cross-functional teams, balance multiple projects with strong prioritization, execution discipline, and delivery focus.
Demonstrate analytical and problem-solving skills, using data and metrics to inform decisions.
Maintain a strong desire to research and learn, stay current with emerging technologies and elevating team practices.
Note: This is a remote position however the successful candidate must reside in Manitoba.
