Project Control Specialist
Job purpose
Review and be accountable for project cost control, including but not limited to budgets, commitments, VOWD, forecasting, change control, and cost phasing by source currency, to ensure cost management tools and relevant reports are maintained with all relevant cost data to provide standard cost outputs to project management and other stakeholders.
Job specific accountabilities
Provide assurance to project management that project final forecast cost and VOWD are accurate. Provide commentary and insight on cost performance. Support the coordination and consolidation of monthly cost information for the project. Provide support to overall project controls reporting on a weekly and monthly basis. Work with procurement and finance teams to ensure roles and responsibilities are clear. Ensure correct coding of all requisitions, purchase orders, contracts, invoices, estimates, and develop and maintain all required cost logs and registers in accordance with procedures and guidelines. Ensure contractor compliance with contractual cost control requirements and those detailed within the contract call-off. Support verification of contractor and supplier invoices for payment via pre-approved payment certificates. Investigate, analyse, and prepare cost reports to highlight budget utilization along with variance details to support effective performance and cost control. Evaluate variation requests and claims by contractors and make in-depth analysis of all cost-related submittals from consultants. Prepare counter estimates taking into consideration contractual schedule of unit rates for variations and make appropriate recommendations to management for approval. Prepare monthly cost status reports and periodic cost information reports to ADNOC. Prepare annual capital and operating budgets for projects group and their updating.
Minimum qualification
Bachelor degree in engineering or equivalent professional qualification.
Minimum experience, knowledge & skills
- Eight or more years of experience in cost control for large projects within the oil and gas industry.
- Cost estimation and cost control certification like ACE and working experience in cost estimation software like k-base, Risk, etc. desirable.
- Thorough understanding of cost control, cost estimation, and budgeting principles.
- Strong experience in executing project cost control, estimating, and budgeting activities in oil and gas industry.
- In-depth knowledge of oil and gas industry codes and standards with proven ability to apply the standards to oil and gas projects cost control and cost estimation.
- Strong experience in preparing and reviewing the cost estimates submitted by pre-FEED, FEED engineers, and PMCs.
Professional certifications
PMP certification is preferred.
