Project Controls Manager
This Opportunity
WSP is seeking a Project Controls Manager to oversee and direct Program Controls for a large, multi-modal, bi-state complex program. This individual can sit in either Vancouver or Seattle, WA.
Your Impact
Oversee and direct program controls for a large, multi-modal, bi-state program, providing guidance to ensure adherence to strategic objectives set by executive leadership.
Spearhead coordination across multiple projects within the program, managing cost engineering, cost estimating, cost analysis/control, risk management, document control, data/technology, and planning/scheduling activities.
Develop the integrated master schedule, master risk register, and spend forecast using standard tools, ensuring alignment between contract-level schedules and program-level milestones, constraints, and interfaces.
Lead cost and schedule risk assessment efforts for the program (e.g., CEVP, CSRA, FTA OP40), and support translation of capital cost estimates into state STIPs, legislative requests, and other DOT programming processes.
Interpret cost reports, forecasts, and trends at the contract package level, analyzing budget movements, emerging trends, and potential cost exposure to assess delivery implications.
Maintain and interpret program- and project-level risk registers, identifying emerging risks through trend analysis and supporting mitigation planning, contingency tracking, and confidence assessments.
Assist with evaluation of change events and cost impacts in coordination with commercial teams; apply project controls quality standards and perform consistency/assurance checks across forecasts, schedules, risk logs, and reporting narratives.
Lead development of monthly program reporting, delivering integrated cost and schedule narratives and presentations to program and executive leadership.
Partner with the Technology team on data management strategy and on development/implementation of WSP-PMIS modules for change management, document control, risk management, and cost control.
Serve as subject matter expert to senior management on schedule management, earned value management, tools, techniques, and industry best practices, preparing and delivering related reports and presentations.
Who You Are
Minimum Requirements:
Bachelor's degree in Business, Finance, Accounting, Engineering, Construction Management, or equivalent; MBA or advanced degree preferred.
10+ years of experience in financial controls, finance/accounting, and scheduling on large-scale capital programs, including experience leading a team of professionals.
Experience on large, multi-modal, or bi-state infrastructure programs preferred; Power & Energy industry experience (transmission/substation) also valued.
Project management experience required; PMP or equivalent certification preferred.
Extensive knowledge of earned value management (EVM), cost/schedule risk assessment (e.g., CEVP, CSRA, FTA OP40), and integrated master scheduling.
Familiarity with state DOT programming processes (STIP, legislative capital requests) is a plus.
Reporting & BI Tools: Demonstrated experience with Microsoft Power BI, Excel, Word, and PowerPoint.
PMIS/Scheduling: Experience with PMIS platforms (e.g., e-Builder, Oracle EBS, Primavera P6, Procore) and Microsoft Project or similar scheduling software.
Leadership: Proven ability to direct multidisciplinary teams across cost engineering, scheduling, risk management, document control, and data/technology functions.
Outstanding analytical and communication skills, with the ability to present integrated cost and schedule narratives clearly to program and executive leadership.

Compensation:
Expected Salary (all locations): $185,000-205,000/yr
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
