Position Summary

Greenberry Industrial is seeking an experienced Senior Cost Controller to support a large-scale, high-tech construction project in Boise, Idaho. This project-based position is anticipated to run approximately November 2026 through November 2027.

The Senior Cost Controller will be responsible for providing comprehensive cost management, forecasting, reporting, and financial analysis throughout project execution. This individual will work closely with project leadership, construction management, field supervision, accounting, procurement, and client representatives to ensure accurate visibility into project financial performance and identify cost or productivity risks before they impact project results.

The ideal candidate will bring significant project controls experience within semiconductor, high-tech manufacturing, tool installation, data center, mission-critical, advanced manufacturing, or similar complex construction environments. Experience supporting fast-paced projects with substantial labor, subcontractor, material, and equipment costs is strongly preferred.

This position requires previous semiconductor tool installation project experience. The Senior Cost Controller will review the Schedule of Rates (SOR), validate unit-rate applications against installed quantities and approved scope, and ensure labor, material, equipment, and subcontract costs are captured consistently at the applicable SOR line-item and work-package level.

Key Responsibilities

Project Cost Control & Forecasting

  • Establish, maintain, and manage project cost control systems in alignment with contract scope, approved estimates, budgets, and project execution plans.
  • Develop and maintain detailed project budgets, cost codes, commitments, forecasts, and reporting structures.
  • Monitor actual and committed costs against approved budgets across:
    • Direct labor
    • Materials
    • Equipment
    • Subcontractors
    • Purchased services
    • Indirect costs
    • Project overhead
  • Prepare and continuously update:
    • Cost-to-Complete (CTC)
    • Estimate-at-Completion (EAC)
    • Forecast-at-Completion
    • Labor forecasts
    • Cash flow projections
    • Cost variance and trend reporting
  • Identify emerging cost overruns, productivity issues, unfavorable trends, unapproved scope, and financial risks.
  • Provide project leadership with timely, data-driven recommendations regarding cost exposure and corrective actions.

High-Tech & Tool Install Cost Management

  • Support cost controls for complex construction and/or tool installation activities within an active high-tech or mission-critical project environment.
  • Track labor hours, installed quantities, productivity, equipment, material usage, subcontractor costs, and other project expenditures.
  • Monitor performance across individual work packages, cost accounts, areas, systems, or installation scopes.
  • Partner with field leadership to validate progress and ensure reported costs and productivity accurately reflect actual construction activity.
  • Develop cost projections based on remaining quantities, labor productivity, staffing projections, procurement status, and project schedule.
  • Support detailed cost analysis associated with accelerated schedules, sequencing changes, trade stacking, overtime, rework, and other conditions affecting project performance.

· Maintain detailed SOR unit-rate tracking by tool, system, area, work package, and installation activity, reconciling installed quantities and earned units to field progress, approved scope, and applicable contract rates.

· Establish and maintain man-hour budgets using SOR quantities, unit-rate labor assumptions, crew composition, productivity factors, and approved execution plans; compare budgeted, earned, actual, and forecast man-hours at tool level.

· Forecast labor and total costs to complete by combining remaining SOR quantities with current production rates, labor productivity, staffing plans, material and equipment requirements.

· Develop variance explanations and corrective-action recommendations for SOR line items that are exceeding man-hour budgets, underperforming against planned unit rates, or showing unfavorable cost and productivity trends.

Earned Value & Performance Measurement

  • Develop and maintain earned value and progress measurement using unit-rates from the Schedule of Rates.
  • Analyze actual cost and earned progress against budget.
  • Monitor productivity trends and identify variances requiring project leadership attention.
  • Coordinate cost reporting with project scheduling and progress measurement activities.
  • Support integration between cost forecasts, project schedules, installed quantities, and remaining work.
  • Develop clear reporting that allows project leadership to quickly understand current performance and forecasted outcomes.

Change Management & Commercial Support

    • Budget versus actual cost
    • Committed costs
    • Cost variances
    • Productivity performance
    • Labor forecasts
    • Forecast-to-complete
    • Estimate-at-Completion
    • Change exposure
    • Key financial risks and opportunities
  • Present cost information in a clear and concise format for project leadership and other stakeholders.
  • Perform detailed variance analysis and provide explanations for significant changes between reporting periods.
  • Maintain accurate historical forecasting records and supporting project documentation.

Project Team Coordination

  • Work closely with Project Managers, Construction Managers, Superintendents, Project Controls, Procurement, Accounting, Engineering, Quality, and field teams.
