Project Engineer

Job Summary

The Project Engineer is responsible for the planning,coordination, execution, and completion of Mechanical & Electrical(M&E) works for construction projects. The role involves close coordinationwith clients, consultants, subcontractors, vendors, and internal constructionteams to ensure M&E works are executed safely, on schedule, within budget,and in accordance with approved drawings, specifications, and projectrequirements.

Key Responsibilities

1. Project & Site Execution

  • Assist the Project Manager / M&E Manager in planning and executing M&E works from construction through testing, commissioning, and handover.
  • Coordinate and supervise M&E installation activities on site.
  • Ensure works are carried out according to approved drawings, specifications, method statements, project requirements, and applicable codes and standards.
  • Monitor daily site progress and identify potential delays, constraints, or interface issues.
  • Coordinate manpower, materials, equipment, and subcontractor activities to meet the project schedule.
  • Conduct regular site inspections to verify workmanship and installation quality.

2. M&E Coordination

  • Coordinate M&E services with architectural, structural, cleanroom, process, and other disciplines.
  • Review M&E drawings, shop drawings, coordination drawings, and construction details.
  • Identify clashes, discrepancies, and constructability issues and coordinate their resolution before installation.
  • Participate in coordination meetings with clients, consultants, subcontractors, and other project stakeholders.
  • Coordinate builder's works requirements such as openings, sleeves, embedded items, equipment foundations, access requirements, and penetrations.
  • Ensure proper coordination of ceiling services and congested M&E areas.

3. Technical & Engineering Support

  • Review technical submissions, material submissions, equipment data sheets, shop drawings, and method statements.
  • Raise and follow up on RFIs and technical clarifications.
  • Ensure materials and equipment installed on site comply with approved submissions and project specifications.
  • Support engineering calculations, equipment selection, and technical evaluations where required.
  • Maintain updated construction drawings and ensure site teams are working from the latest approved revisions.

4. M&E Systems

The Project Engineer may be required to coordinate systemsincluding, but not limited to:

Mechanical

  • HVAC and ventilation systems
  • Chilled water systems
  • Process cooling water
  • Exhaust systems
  • Cleanroom HVAC and environmental control
  • Compressed air and process utilities
  • Plumbing and sanitary systems
  • Fire protection systems

Electrical

  • LV electrical distribution
  • Transformers, switchboards and distribution boards
  • Power and control cabling
  • Lighting and small power
  • UPS and emergency power systems
  • Earthing and lightning protection
  • ELV systems
  • Fire alarm systems
  • BMS / FMCS / control systems

5. Testing & Commissioning

  • Coordinate inspection, testing, and commissioning activities for M&E systems.
  • Prepare and maintain inspection and testing records.
  • Coordinate pre-commissioning checks, functional testing, integrated testing, and system commissioning.
  • Track defects, punch lists, and outstanding works through closure.
  • Support system demonstrations and final handover to the client / facility team.
  • Assist in compiling commissioning records, O&M manuals, warranties, certificates, and handover documentation.

6. Project Planning & Progress

  • Assist in preparing and updating M&E work schedules.
  • Monitor actual progress against the approved construction programme.
  • Prepare short-term look-ahead schedules and identify upcoming work fronts and constraints.
  • Coordinate material and equipment delivery schedules with procurement and subcontractors.
  • Highlight potential delays and propose mitigation / recovery actions.

7. Quality & Safety

  • Ensure all M&E works comply with project QA/QC requirements.
  • Coordinate inspections with QA/QC personnel, consultants, and clients.
  • Ensure inspection requests and relevant documentation are completed before subsequent works proceed.
  • Work closely with the site safety team to ensure M&E activities comply with project EHS requirements.
  • Participate in risk assessments, method statement reviews, toolbox meetings, and site safety inspections.
  • Immediately highlight unsafe conditions or activities and support corrective actions.

8. Subcontractor & Vendor Management

  • Coordinate and supervise M&E subcontractors and vendors.
  • Monitor subcontractor progress, manpower, productivity, quality, and compliance.
  • Review subcontractor work sequences and ensure proper interface between different trades.
  • Follow up on material submissions, procurement, fabrication, delivery, installation, testing, and commissioning.
  • Verify completed works and assist in evaluating subcontractor progress claims where required.

9. Documentation & Reporting

  • Prepare daily / weekly progress updates and reports.
  • Maintain records of drawings, RFIs, technical submissions, inspections, testing, and commissioning activities.
  • Track M&E outstanding issues and ensure timely closure.
  • Assist in preparing as-built drawings and project handover documentation.
  • Maintain proper documentation and records throughout the project lifecycle.

Requirements

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or equivalent.
  • Preferably 2–5 years of relevant experience in M&E construction, building services, industrial, semiconductor, cleanroom, or high-tech facility projects.
  • Fresh graduates with strong technical fundamentals may also be considered for junior positions.
  • Good understanding of M&E installation and construction practices.
  • Able to read and interpret M&E drawings, specifications, schematics, and technical documentation.
  • Familiarity with AutoCAD and Microsoft Office is required.
  • Experience with BIM / Revit / Navisworks will be an advantage.
  • Familiarity with project scheduling software such as Microsoft Project or Primavera will be an advantage.
  • Knowledge of Singapore construction practices, codes, authority requirements, and workplace safety requirements will be an advantage.
  • Experience in semiconductor, cleanroom, data centre, pharmaceutical, or other high-tech projects will be highly advantageous.
