Project Engineer (Regulatory & Compliance)
Job Overview:
The HVDC & EU Regulatory Compliance Engineer is responsible for planning, coordinating, and executing the regulatory compliance and certification strategy for the offshore HVDC converter platform (topside, jacket, and auxiliary systems) within an EPIC project in German waters. The role ensures full compliance with EU CE Marking requirement, German regulatory framework (including BSH requirements, and Offshore and marine classification standards. The position operates as the central interface between engineering, procurement, suppliers, construction teams, and certification bodies, ensuring alignment between design, fabrication, and regulatory approval milestones.
Key Tasks and Responsibilities:
- Define and implement the overall CE Marking and compliance strategy, ensuring all applicable EU directives are identified and applied across the platform systems
- Manage regulatory deliverables, including technical files, risk assessments, and Declarations of Conformity
- Coordinate conformity assessment processes and manage interfaces with Notified Bodies and third-party inspection agencies
- Lead coordination with the Certifying Authority (CA) and ensure compliance with offshore certification and German BSH requirements
- Act as the focal point between engineering, procurement, suppliers, construction teams, and certification bodies to ensure consistent compliance execution
- Support and monitor certification activities at fabrication yards and offshore installation sites, ensuring readiness for key project milestones (including fabrication start and sail-away)
- Identify, track, and manage non-conformities, ensuring timely implementation of corrective actions in line with project and regulatory requirements
Essential Qualifications and Education:
Educational Background
- Bachelor’s or Master’s degree in Engineering or Law (with relevant regulatory/compliance experience)
- Proficiency in English is mandatory, and German is highly desirable
Professional Experience
- 8-10 years of experience in regulatory compliance or certification within offshore energy, oil & gas, or power transmission projects
- Strong experience with CE Marking for complex, multi-disciplinary industrial systems, from design through construction and commissioning
- Proven experience working with Notified Bodies, Certifying Authorities, and classification societies
- Practical experience on fabrication or construction sites, including inspection and certification activities
- Familiarity with German offshore regulatory frameworks (e.g., BSH processes) is highly desirable
Key Competencies
- Strong understanding of EU directives (e.g., Machinery, LVD, EMC, PED, ATEX, CPR, DWD where applicable)
- Ability to manage multiple certification scopes within a complex EPIC project environment
- Strong coordination, planning, and organizational skills
- Effective communication and stakeholder management, including interaction with regulatory authorities and external certifiers
- Proactive, detail-oriented, and solution-driven approach with a strong commitment to safety, quality, and compliance
