Project Engineer
We are looking for a dedicated and result-oriented Project Engineer to join our engineering team at SMITECH Engineering. In this role, you will lead the planning, site execution, system integration, and testing& commissioning (T&C) of Integrated Building Management Systems (IBMS)and related M&E scopes for major public infrastructure and aviation/transit developments in East Singapore.
This position offers an exciting opportunity to work on high-profile public sector projects in partnership with key government agencies such as the Land Transport Authority (LTA) and statutory boards.
Key Responsibilities
Government Agency &Stakeholder Coordination:
- Serve as the primary site technical contact point for client representatives, main contractors, consultants, and statutory officers.
- Liaise with statutory bodies and regulatory authorities (e.g., LTA, BCA, NEA, MOM, SP Group, CAG) to clear site inspections, regulatory submissions, and compliance audits.
Vendor & Sub-contractor Management:
- Manage day-to-day site coordination with specialist vendors, OEM system providers, software integrators, and M&E sub-contractors.
- Review vendor technical proposals, material submittals, and installation progress to ensure alignment with project schedules, quality baselines, and budget constraints.
Project Management & Site Execution:
- Oversee on-site installation of IBMS, PLC, SCADA, instrumentation, and control equipment.
- Ensure all site activities strictly comply with public agency standards, Singapore Codes of Practice, Building Regulations, and Workplace Safety & Health(WSH) guidelines.
Technical & IBMS System Implementation:
- Coordinate the system interface matrix with multi-disciplinary trades (Electrical, Mechanical, Fire Protection, Environmental Control Systems).
- Lead Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), System Integration Testing (SIT), and final Testing & Commissioning (T&C).
Documentation & Commercial Support:
- Prepare and submit shop drawings, technical queries (RFIs), method statements, risk assessments, and progress updates.
- Maintain precise site measurement records, track variation orders (VOs), and compile Operation & Maintenance Manuals (OMM) for project handover.
Job Requirements
- Education: Diploma or Degree in Electrical Engineering, Electronics, Automation, Mechanical Engineering, Building Services, or equivalent.
- Experience: Minimum 3 to 5 years of hands-on project engineering experience in Singapore.
- Proven track record in Integrated Building Management Systems (IBMS), BMS, or SCADA deployment.
- Direct experience working on public infrastructure, LTA projects (MRT lines, depots, road tunnels), or major airport/facility developments.
- Demonstrated capability in liaising with government agencies, OEM system vendors, and main contractors.
Work Schedule & Location:
- Location: Based on project site in East Singapore.
- Flexibility: Willingness to work on weekends, public holidays, or night shifts when urgently required for site access windows, critical cut-overs, or testing &commissioning phases.
- Competencies: Strong technical communication, multi-party stakeholder management, and site troubleshooting capabilities. Able to work independently in a fast-paced site environment.
