Key Responsibilities

Lead end-to-end project delivery from initiation through deployment and post-production support.
Develop project plans, schedules, budgets, resource allocations, and risk mitigation strategies.
Ensure projects are delivered on time, within scope, and within budget.
Serve as the primary point of contact for business stakeholders, executive leadership, vendors, and technical teams.
Facilitate requirements gathering, project status reporting, and steering committee meetings.
Manage stakeholder expectations and communication plans.
Oversee development projects involving Java/J2EE, .NET, JavaScript, IBM iSeries, COBOL, and enterprise integration technologies.
Coordinate application modernization and digital transformation initiatives.
Identify project risks, dependencies, and constraints. Develop mitigation and contingency plans.
Ensure compliance with organizational policies, governance standards, and security requirements.
Manage ongoing application maintenance and production support activities.
Coordinate incident, problem, and change management processes.
Oversee SLA performance and continuous improvement initiatives.
Produce executive dashboards, project status reports, metrics, and resource utilization reports.
Conduct project reviews and post-implementation assessments.
Monitor project financials and contractual obligations.

Required Qualifications

Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or related field.
Experience managing IT projects for Court, Judicial, Justice, Government, or Public Sector organizations.
8+ years of IT experience with at least 5 years in project management.
Proven experience managing enterprise application development and support projects.
Experience working in environments utilizing Java, .NET, IBM iSeries/AS400, and enterprise databases.
Experience managing both Agile and Waterfall delivery models.
