Project Manager/Business Analyst III

JOB SUMMARY

Serves as both the technical project manager and the lead business analyst for complex, enterprise information technology initiatives. Independently plans, drives and monitors project execution from initiation through implementation and benefits realization, while personally performing the business analysis work — eliciting requirements from business stakeholders, mapping current-state (“as-is”) workflows, defining the desired future-state (“to-be”) process, and authoring the technical Business Requirements Documents (BRDs) from which IT and vendor teams build. This is a combined role: the incumbent is accountable for both project delivery and requirements quality, and is expected to translate fluently in both directions between business operations and technical implementation teams. The position is also responsible for identifying and fulfilling opportunities for process improvement, managing expectations, resolving issues and mitigating risks.

SALARY RANGE: $108,274.40-$136,344 annually

REPRESENTATIVE DUTIES

Note: The following duties are illustrative and not exhaustive. The incumbent is expected to perform both the project management and the business analysis duties described below; depending on the assigned initiative, the relative emphasis of these duties may vary.

  • Analyzes, documents, and communicates explicit and latent business needs and requirements to the IT organization and vendors; translates conceptual user requirements into functional requirements.
  • Assists in creating RFI/RFQ/RFP for software and professional services; provide input for vendor selection process.
  • Authors technical Business Requirements Documents (BRDs), functional and non-functional requirements specifications, use cases and user stories; facilitates requirements review sessions, obtains formal stakeholder sign-off and maintains version control over approved requirements.
  • Collaborates with IT resources to assess stakeholder needs, identifies solutions, defines project plans, manages, schedules, conducts testing and transition to post-implementation support.
  • Communicates project approach, status, issues and risks to stakeholders and Clerk leadership.
  • Conducts fit-gap analysis for commercial off-the-shelf (COTS) and Software-as-a-Service (SaaS) solutions; documents configuration versus customization decisions and their operational impact.
  • Creates, drives, and monitors project plans from initiation through implementation and benefits realization, ensuring alignment with Clerk's strategy, objectives and policies.
  • Defines integration, data conversion and migration, security, and reporting requirements in collaboration with IT staff and vendors.
  • Determines funding requirements, prepares budget documents, monitors status of allocated funds and control expenses.
  • Determine project staffing needs and acts to ensure appropriate staffing to complete project objectives.
  • Develops guidelines and procedures manuals as needed.
  • Develops operational reports.
  • Documents current-state (“as-is”) business workflows through stakeholder interviews, job shadowing and system walkthroughs; produces process maps using standard notation such as BPMN or swimlane diagrams.
  • Elicits requirements using interviews, documents analysis, requirements workshops, surveys, business process descriptions, user stories, scenarios, business analysis, task and workflow analysis.
  • Ensures project proposals are positioned for cost/benefit analysis, business case diligence and alignment with technology, business and other appropriate strategies.
  • Facilitates meetings related to assigned projects and customer experience.
  • Identifies processes for improvement, documents existing processes, identifies and analyzes gaps between current processes and desired state, designs new processes, develops process performance measures and plans the transition to a new process.
  • Keeps informed and updated on system changes, enhancements, upgrades, and other user related information as required.
  • Maintains a requirements traceability matrix linking business requirements through solution design, build, test cases and user acceptance criteria.
  • Manages multiple concurrent and complex timelines and lead team(s) to project completion, monitoring, measuring and reporting results.
  • Negotiates agreements and commitments by facilitating communication between stakeholders and IT.
  • Performs gap analysis between current-state and desired future-state (“to-be”) processes; documents the target workflow, the business rules governing it and the measurable outcomes the change is expected to deliver.
  • Plans and leads user acceptance testing (UAT), including development of test scenarios and acceptance criteria, coordination of business testers, defect triage and go/no-go recommendations.
  • Provides technical and methodological oversight for projects managed by others and may serve as a lead and mentor to lower level project managers and business analysts in the accomplishment of project activities.

Performs other duties as needed, including those performed by subordinate fiscal, financial, and/or clerical staff.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s Degree from an accredited four year college or university in a related discipline, e.g., B.A. or B.S. in Management Information Systems or Business Administration or Computer Science, and ten (10) years of progressively responsible experience managing complex information technology projects, of which a minimum of five (5) years must include hands-on business analysis work — eliciting user requirements, mapping business workflows and authoring Business Requirements Documents (BRDs).

Or

Associate Degree from an accredited college or university in a related discipline, e.g., A.A. or A.S. in Management Information Systems or Business Administration or Computer Science, and twelve (12) years of the experience described above.

Or

Master’s Degree from an accredited college or university in a related discipline, and eight (8) years of the experience described above.

Or

An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

For purposes of this position, complex information technology projects are defined as multi-phase, enterprise initiatives that involve multiple business units, vendor-delivered or integrated systems, and defined budget and schedule accountability.

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS

Current PMP Certification and/or CCBA Certification; ITIL Foundation.

PREFERRED QUALIFICATIONS

  • Experience managing information technology projects within a court, government or other public sector environment.

  • Experience implementing or upgrading enterprise systems such as case management, e-filing, records management, financial or ERP systems.

  • Experience authoring BRDs for vendor-delivered solutions and using them as the basis for statements of work, configuration decisions and acceptance testing.

  • Experience with process modeling tools such as Microsoft Visio and with project and requirements management tools such as Microsoft Project, Azure DevOps, Jira or ServiceNow.

  • Experience supporting procurement activities, including RFI/RFQ/RFP development, vendor evaluation and negotiation of statements of work.

PHYSICAL DEMANDS

The work is sedentary and is performed primarily in an office setting. It requires exerting up to 10 pounds of force occasionally to lift, carry, push, pull or otherwise move objects; may also require manual dexterity, handling, hearing, mental acuity, repetitive motion, speaking, talking, visual acuity and walking.
