Project Manager – CCMS / HVAC Controls & Building Automation

Our client is a leading large-scale integrated resort and hospitality organisation in Singapore, operating a complex, business-critical facility with extensive engineering and building services infrastructure.
As part of an ongoing CCMS / Building Automation modernisation programme, they are looking for an experienced Project Manager to lead major HVAC controls, BMS/BAS and building automation initiatives within a live operational environment.

About the Role
The Project Manager will lead and coordinate the planning, delivery and operational handover of CCMS / BMS / BAS and HVAC controls modernisation projects, working closely with Facilities, Operations, IT/OT, consultants, system integrators, vendors and contractors.
The role requires a strong combination of project management capability and hands-on technical understanding of HVAC controls, DDC systems, building automation and commissioning.
Key Responsibilities
- Lead CCMS / BMS / BAS modernisation and upgrade programmes from design through testing, commissioning and operational handover.
- Manage DDC controller migration, controls integration, system testing, commissioning, defect rectification and cutover planning while minimising disruption to live operations.
- Review control architectures, points lists, network topologies, sequences of operation, method statements, testing plans and commissioning documentation.
- Coordinate system integration using BACnet, Modbus and Niagara N4, including interfaces with HVAC equipment and third-party systems.
- Apply practical HVAC and controls knowledge to support troubleshooting, functional performance testing, optimisation and system acceptance.
- Review commissioning results and apply basic Testing, Adjusting & Balancing (TAB) principles to support air and water system performance verification.
- Coordinate Facilities, Operations, IT, OT cybersecurity teams, consultants, system integrators, vendors and contractors.
- Develop and maintain project schedules, risk and issue registers, change controls, cost tracking and progress reports.
- Manage pre-construction activities including design coordination, project programming, estimates, constructability reviews, value engineering, logistics planning and regulatory submissions.
- Support procurement and bidding activities, including bidder evaluation, RFQs, pre-bid meetings, bid analysis and contract award recommendations.
- Oversee construction administration, including RFI and submittal management, change orders, contractor schedules, cost control, quality assurance and contract compliance.
- Manage testing, commissioning, punch lists, defect rectification and project closeout.
- Ensure operational readiness, including as-built documentation, system backups, licences, training, O&M manuals, test records, warranties and outstanding defects.
- Ensure contractors comply with site safety, permit-to-work, cybersecurity and live-site operational requirements.
- Coordinate multiple concurrent workstreams and ensure delivery against programme, cost, quality and operational requirements.
About the Candidate
- At least 5 years of relevant project management experience in HVAC, BMS/BAS/CCMS, building automation, controls integration or modernisation projects.
- A Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services, Facilities Management or a related discipline is preferred.
- Strong practical knowledge of HVAC systems, refrigeration, controls, sequences of operation, testing and commissioning.
- Hands-on experience with BMS/BAS/CCMS, DDC migration, controls integration and operational handover.
- Working knowledge of BACnet, Modbus and Niagara N4.
- Understanding of HVAC commissioning and basic TAB principles.
- Awareness of OT cybersecurity requirements for connected building systems.
- Proven experience managing contractors, vendors, consultants and multiple stakeholders within a live or business-critical operational environment.
- Strong project management skills covering budget, scheduling, resource allocation, risk, change and stakeholder management.
- Good knowledge of applicable HVAC codes, regulations and industry standards.
- Strong communication, negotiation, problem-solving and conflict-resolution skills.
- Proficiency in Microsoft Office and relevant project / financial management systems.
- Strong planning, organisational and prioritisation skills with the ability to manage multiple projects concurrently.
