The Opportunity

The Project Manager, CEQA will be responsible for the District's environmental planning and compliance requirements across its capital program. This position will coordinate CEQA activities, environmental consultants, technical resources, and related documentation while working closely with District leadership, General Counsel, project teams, and other stakeholders.

What You Will Do – Essential Responsibilities

  • Serve as a subject matter expert and primary point of coordination for the District's CEQA and environmental compliance requirements.
  • Support the District's EIR program, including coordination, management, and ongoing updates to EIR-related documents and program requirements.
  • Develop and maintain guidelines, procedures, and best practices for how the District manages CEQA and other environmental requirements throughout the capital program.
  • Assist with the development and ongoing maintenance of the District's EIR program, including identifying upcoming environmental needs and coordinating required documentation.
  • Coordinate with District General Counsel and other District leadership on CEQA strategy, compliance requirements, environmental risks, and related legal considerations.
  • Manage and coordinate environmental consultants, technical specialists, and other third-party resources from design through construction.
  • Review environmental documents, technical studies, consultant deliverables, and recommendations for completeness, consistency, and compliance with project and program requirements.
  • Coordinate CEQA requirements with capital planning, design, construction, and project schedules.
  • Prepare and coordinate required CEQA public notices and related documentation, including Notices of Exemption, Notices of Preparation, Notices of Intent to Adopt, Notices of Availability, and Notices of Completion.
  • Identify potential environmental risks and recommend practical solutions to maintain project schedules and minimize impacts to the District.
  • Maintain clear documentation of environmental decisions, requirements, approvals, and compliance activities.
  • Provide presentations, status updates, recommendations, and other communications to District leadership and project stakeholders as needed.

Secondary Responsibilities

  • Completes special projects on an as needed basis.
  • Maintains professional development through Gafcollege attendance, professional organization memberships, continuing education, professional registration, and certification achievement.
  • Works proactively and continuously evaluates the organization’s competitive position and identifies innovation or solutions.
  • Other duties as assigned.

Qualifications and Requirements

  • Bachelor's degree in environmental planning, urban planning, architecture, engineering, construction management, or a related field preferred; equivalent education and experience may be considered.
  • 5+ years of professional experience in CEQA, environmental planning/compliance, project management, or a related field.
  • Demonstrated experience managing CEQA processes and environmental compliance for public-sector projects.
  • Experience with K-12 school facilities, public works, higher education, or other public-sector capital programs strongly preferred.
  • Experience working directly with public agency leadership, legal counsel, consultants, and other stakeholders.
  • Strong understanding of CEQA requirements and their application to public capital projects.
  • Strong written, verbal, organizational, and presentation skills.
  • Ability to independently manage multiple priorities and work effectively with clients and multidisciplinary project teams.
  • Proficiency with Microsoft Office and project management information systems.
  • Experience working in a consulting environment supporting public agencies.
