Project Manager (Civil Infrastructure / Maintenance Project)
Job Responsibilities
- Lead and manage the overall execution of LTA infrastructure projects from planning and mobilisation through construction, completion and handover.
- Develop and manage project programmes, resources, manpower and work schedules to ensure works are completed within the required timeline, budget, quality and contractual requirements.
- Monitor project costs, budgets, productivity and resource utilisation, and implement measures to improve efficiency and control project delivery costs.
- Review contract documents, specifications, construction drawings, method statements and project requirements to ensure proper execution of works.
- Coordinate closely with LTA, consultants, relevant authorities, subcontractors, suppliers and internal departments on technical, contractual and project implementation matters.
- Lead project meetings and ensure timely resolution of technical, site, contractual and coordination issues.
- Monitor subcontractor performance and ensure works are carried out according to approved programme, specifications, quality standards and project requirements.
- Ensure compliance with LTA requirements, statutory requirements, permits, WSH regulations and project-specific safety requirements.
- Monitor project progress and productivity, identify potential delays or risks, and implement appropriate recovery or mitigation measures.
- Prepare and review progress reports, work programmes, project updates and other submissions required by management, clients and consultants.
- Lead, supervise and develop the project team by establishing clear responsibilities, deliverables and performance expectations.
- Manage project completion, testing, inspections, rectification works and handover to ensure all contractual obligations are fulfilled.
Requirements
- Degree in Civil Engineering or a related engineering discipline. A qualification recognised by the Professional Engineers Board (PEB), Singapore
- Minimum 10 years of relevant experience in Singapore's construction industry, preferably with substantial experience managing LTA infrastructure projects.
- Proven experience managing at least one full project cycle from commencement to completion and handover, preferably for a project valued at S$50 million or above.
- Strong knowledge of LTA project requirements, construction procedures, authority coordination and local regulatory requirements.
- Experience in road, road maintenance, cycling path, commuter infrastructure and/or other LTA civil infrastructure works will be advantageous.
- Strong project management capability in planning, scheduling, cost control, resource management, risk management and subcontractor management.
- Strong leadership, communication, interpersonal and negotiation skills, with the ability to manage multidisciplinary project teams and external stakeholders.
- Able to manage multiple priorities, resolve project issues effectively and work under demanding project schedules.
- Proficient in Microsoft Project and Microsoft Office applications.
- Candidates who are available to commence work at short notice will have an advantage.
