Description
Position Description
This role owns the full lifecycle of assigned projects — from contract drawing review through engineering submittals, material procurement, and final delivery — and serves as the primary liaison between clients, engineers, contractors, and internal operations.
Project Ownership
- Own projects from kickoff through completion with full accountability for timelines, deliverables, and outcomes
- Serve as the primary point of contact between clients, engineers, contractors, and internal teams
- Interpret project plans, specifications, and technical requirements
- Coordinate with the Project Engineer and discipline leads (design engineering, detailing, QC, welding engineering) who prepare and compile submittal package components, ensuring the overall project schedule and budget stay on track
- Coordinate with Manufacturing/Fabrication on delivery schedules and communicate delivery timelines and updates to clients
- Manage change orders end to end: identify scope changes, coordinate pricing and schedule impact with Engineering, Procurement, and Manufacturing, and secure client/Owner approval before proceeding; trigger re-submittal to the Owner's Engineer for any change order affecting an already-approved or already-ordered spool before affected material is reordered or reworked
- Proactively manage schedules, risks, and communication across all project phases
- Ensure deliverables meet specifications, quality standards, and deadlines
Engineering Submittals
- Own the submittal process end to end: review contract submittal requirements (required components, format, copies, review turnaround) and log them in the project submittal register
- Own the submittal log and all Owner's Engineer correspondence; transmit the complete submittal package — design calculations, layout drawings, spool detail drawings, bill of materials, QC submittal, welding procedures, and welder certifications — once the Project Engineer has compiled it and confirmed internal completeness
- Track review turnaround and disposition (Approved, Approved as Noted, Revise and Resubmit, Rejected) against contract-required timelines, and communicate resulting schedule and budget impacts to clients and internal stakeholders
- Resolve scope-of-supply questions and contract exceptions with the customer/Owner's Engineer in writing before they affect design, drawing, or BOM work
- Hold incomplete packages rather than transmit them, unless the contract explicitly allows phased or partial submittals
- Distinguish full-package submittals from component-level resubmittals in the submittal register, and confirm drawings/components reach Approved for Construction / Authorized for Fabrication status before authorizing any related material release
- Identify and prioritize long-lead spools and components (e.g., large-diameter pipe, specialty fittings, procedure qualification) for early submittal to protect the project schedule
- Raise and track Requests for Information (RFIs) to the Owner's Engineer to resolve ambiguous or conflicting specification requirements
Purchasing & Material Coordination
- Review and approve purchase requisitions against project budget and schedule once supporting spool drawings are approved for Construction
- Coordinate with Procurement to ensure purchase orders carry the correct material specifications, applicable standards, and mill test report (MTR) requirements
- Track mill/supplier lead times against the fabrication schedule and escalate delivery risks that threaten the project critical path
- Coordinate with Warehouse/Receiving and Quality to confirm incoming material matches the PO, approved spool drawings, and MTRs
- Manage schedule and cost impacts of non-conforming material, RMAs, and post-approval field changes in coordination with Engineering, Quality, and Procurement
- Confirm and approve release of conforming material to fabrication
Documentation & Reporting
- Maintain accurate, current records in the submittal register, requisition/PO tracking, and RFI log
- Ensure MTRs, receiving records, and approved drawings are retained for the final documentation package delivered to the Owner
- Communicate schedule, budget, and quality impacts proactively to clients and internal stakeholders
